AIDS has become the major issues as the constraints and hazards of human development. AIDS is not only a simple medical problem, but a complex social problem that related to a number of fields. AIDS prevention is a comprehensive and systematic project that needs the cooperation of the whole society to participate and work together.The major feature for the third round of China Global Fund of AIDS Project is actively encouraging all sectors of society participating and promoting AIDS prevention and control, and strengthening multi-sectoral collaboration and community involvement as a work mechanism. Whether this new work method has played expected role in AIDS prevention? How and to which extent did this new work mechanism affecting AIDS prevention? At the occasion of the end of the project, it is necessary to produce an in-depth and systematic assessment by a third party to the effects and influences of the multi-sectoral collaboration and community participation in the last five years. Through systematic assessment to understand the overall impact and social impact of multi-sectoral collaboration and community participation, combined with process evaluation data to analys its experiences and lessons, concluded its social effects in the third round of China Global Fund of AIDS Project to expand social impact.This study obeyed the independent, objective, impartial scientific and avoid principles of the third -party assessment, combining quantitative research and qualitative research method, working through three espects of environmental improvement, capacity enhancement and the effect produced on the target population to analys the effect and impact produced in nation and also project areas in AIDS prevention process by the third round of the China Global Fund of AIDS Project through multi-sectoral collaboration and community involvement activities. Among them, the environment improvement includes polity environment improvement, subject environment improvement, organizational environment improvement and public opinion environment; ability improvement situation includes the situation of participating institutions and participants; the effect produced on the target population are related to the changes of life quality of the infection, patients and their families, and also the knowledge, attitude and behavior changes of major beneficiary population in the multi-sectoral cooperation and social participation process.This thesis consists of four parts:The first part, which is also the first chapter, systematically introduces the significance, purpose and research methods of this study.The second part, that chapter two, carding a theoratical and practical foundation of multi-sectoral cooperation and social participation.The third part, that chapter three, systematically introduces the objective implementation of the third round of CCP Global Fund of AIDS Program.The fourth part, that chapter four to eight, working through four aspects to make assessments on the impact produced by multi-sectoral collaboration and community participation on AIDS prevention policy and law environment, that is promoting leading degree of attention of AIDS Prevention, improving strategic plan of AIDS Prevention, improving AIDS related policies and laws and policy implementation and project processing situation; through AIDS media opinion environment and public opinion environment two aspects to make assessment of the impact of multi-sectoral collaboration and community participation on public opinion; through the impact of multi-sectoral collaboration and community participation on multi-disciplinary and the contribution of multi-disciplinary to AIDS prevention under multi-sectoral collaboration to make assessment of the impact of multi-sectoral disciplines involvement; through multi-sectoral cooperation and social participation to make assessment of the impact on insititutions and human capacity of agencies; through the impact of multi-sectoral cooperation and social participation on the life quality of AIDS patients and the comparative analysis of different life quality in different areas two aspects to make assessment of the impact of multi-sectoral collaboration and community participation on the life quality of AIDS patients.
