Study On The Construction Strategy Of Research-Oriented Hospital In China

With the continuous development of technology, the level of medical technology and treatment in China has been greatly improved, while it is still far from people’s expectations, which results in a variety of dad social phenomena and adverse atmosphere. Under the condition of medical system reform constantly deepening, medical institutions as the main body of medical activities, is constantly seeking a good development way to provide a stage for producing the newest medical technology and training the most outstanding talent. Research hospital is the one mode that belonging these ways with a certain advanced and scientific. Hospitals in this construction mode have achieved initial results. As a new construction idea, research-oriented hospital is a profound change in contemporary medical model and transformation of hospital development model, but it failed to be practiced and verified effectively. The promotion of research oriented-hospital still exist many limitations and uncertainties. This research aimed at these problems.We conducted the research by the methods of literature survey, system analysis, comprehensive analysis and questionnaire survey to collect the information about the hypothesis. The research was designed systematically based on the data of the excellent hospital at home and aboard. We focused on the achievements and existing problems in the process of building a research-oriented hospital, integrated people’s expectations and demands for the hospital, draw experience and lessons from excellent hospital at home and abroad, combined with the results of the questionnaire survey, analyze the key issues of building a research-oriented hospital, and put forward an ideal model of research-oriented hospital construction.The content of this research was divided into four parts:In the first part, the author summarized the connotation, definitions and characteristics of the research-oriented hospital, and described the development strategies and the categories of the research-oriented hospital. The inevitability of the research-oriented hospital development was also analyzed.For the second part, the paper focused on the construction experience of the domestic and foreign outstanding research-oriented hospitals. In this part, we described the organization structure and the function of different departments in the successful research-oriented hospitals, and expounded and analyzed the advantages of these hospitals in medical research, personnel training and hospital management.In the third part, the key issues we met in the process of building the research hospital in China were described in detail. Through the results from questionnaire survey and people’s expectations and needs, the paper put forward the basic construction framework of research-oriented hospital. At the same time, we also expounded the key relationships which need to be paid attention to during the construction of the research hospital.The fourth part mainly studied on the strategies of building a research-oriented hospital and concretely explained the developing path of the research-oriented hospital. We analyzed the role and studying methods of transforming medicine and predictive medicine during construction practice. After that, we put forward the concrete scheme of research-oriented talents cultivation and information management based on the ideas from our former research. Meanwhile,we also summarized the practice experience and achievements during the construction of the research-oriented contagious hospital.The results of questionnaire survey showed that second-level medical institutions should take the responsibility of admitting and treating patients, transferring patients with difficult and complicated diseases, etc. While that third-level medical institutions should take the responsibility of admitting and treating patients with difficult and complicated diseases, enhancing basic and clinical researches and cultivation of high-quality talents, updating clinical diagnosis and treatment guidelines, and promoting the construction model of research-oriented hospital.In the process of the construction of research hospitals, some key issues should be paid attention to. It includes research-oriented hospital construction in our country’s development stage, and humanity construction, translation medicine, technology development, as well as hospital scale in the oriented-hospital etc. We put forward that, firstly, the economic transformation and the reform of medical system is the policy basis to promote the reform of the traditional hospital mode. And secondly, unique culture is the ideological reference and a behavior guide for the development of research-oriented hospital. Thirdly, the mature system of translational medicine is one of the most important characteristics, which is an important path to innovation technology to clinical practice; Fourthly, The development of science and technology is an important standard to evaluate the hospital’s development potential; Lastly, the appropriate hospital scale, which is unified with the connotation, is the key to ensure the best social and economic benefits of the research hospital, and to realize the sustainable development of the hospital.The ideal model of the hospital is composed of two stage structure, which consists of three major work platforms directly responsible to the director and secretary of the hospital. Three major work platforms are Clinical and Translation medicine Center, Medical Experimental Center and Logistics Support Center. They have totally different functions, but contact and influence each other.In addition, we also focus on several major problems which have been discussed. Specific summarized as improving the management, integrating health resources, controlling the cost scientifically, constructing information supporting system and perfecting the evaluation system. So as to realize sustainable development of the hospital, provide the feasible suggestions to research-oriented hospital.On the basis of the ideal model and the key problems of the research-oriented hospital, we explained the construction strategy. The research-oriented hospital overall construction strategy should be clearing functional orientation, tracking the new developments in science and technology, promoting the transformation of achievements, strengthening self-reliance technology innovation and paying attention to the quality management. Refine the specific construction paths for five aspects: the transformation of development, management mechanism innovation, building brand effect of hospital, strengthening quality management and development characteristics medical treatment; For the specific measures of research-oriented hospital construction, the article elaborated the measure of scientific research platform construction, scientific management platform construction and personnel training and evaluation plan. Finally, we do the research on the working experience of the isolation hospital pilot construction. It has made outstanding achievements, and verified our concept was reasonable and advanced.In view of this, the author focuses on the research on “the development strategy and exploration of research-oriented hospital”. Different from what is expounded about research-oriented hospital in the literatures such as Management Science for Research-Oriented Hospital, Constructing Research-Oriented Hospital: Management and Practice of 301 Hospital of PLA and Discussion of Research-Oriented Hospital, the author, on the basis of the former research upon research-oriented hospital and the experience of advance hospitals home and abroad, creatively puts forward construction framework and the main ideas of the specific construction strategies of research-oriented hospital according to the needs for hospitals and the situation of health care system reform. The study provides reference for the evaluation of research-oriented hospital, and it is worthy being promoted and being applied for reference to a greater extent.
