However, the high health costs is not highly profitable, the main indexes of health outcomes stands at the bottom of OECD countries. High-cost, low-coverage, and low output became the appearance symbol of United States health care system.The health care system of United States is crying out to be reformed. Some USA presidents’seeking to establish universal coverage of health care have not been successful from the beginning of the progressive movement. President Clinton was beginning ready to develop the medical reform program, but was not able to submit to Congress for a vote and failed.
