Forest resource is the important material basis in process of human social development, and has significant multifunctional properties. Maximized benefit of single function is not equal to forest resource maximized utilization, and is not in compliance with objective demand of efficient and comprehensive utilization of forest resource. Multifunctional utilization of forest resource is trend for modern forestry management, as well as a return of forest resource conservation and sustainable development goals. Multifunctional utilization of forest resource is coordinated and ordered development under principles of sustainable development, rather than moving all functions. So it is needed to make priority evaluation, and based on the results to make reasonable arrangement.With introduction of priority evaluation theory of industry economics into multifunctional forest resources area, adhering to principle of combining quantitative index and qualitative index, fixing priority evaluation index, relying on science reasonable analysis results for multifunctional forest resources evaluation index classification, this study builds priority evaluation model of multifunctional forest resource based on technology foresight. Then this article applies above model in multifunctional utilization research of Acer mono Maxim. resource in Jilin Province. According to priority evaluation model, combining fieldwork method, system sampling survey method, forecast method of forest resources and GC-MS method, this article studies on resources basic condition, priority evaluation index and multifunctional evaluation index respectively, and establishes multifunctional priority model of Acer mono Maxim. resource in Jilin Province. The detailed conclusions are as follows: Multifunctional property of this resource performs well, and existing wild resource is rich, mainly distributing in eastern Jilin province, increasing steady in stock. So the target resource has material basis for development; Target plant is hard diffuse-porus wood, beautiful tree with seasonal changes of leaf color, and seed oil is rich in a variety of unsaturated fatty acid. Under mature technology, this resource has multifunctional development value such as timber, medicinal, edible, biomass energy, ecological protection and tourism recreation functions.This article determines index value of evaluation matrix by Delphi, GNP and alternative method, reducing deviation by 3 average methods. Using Matlab program, results show that resource economy and forestry experts paid more attention to ecological protection function of forest resources, such as medicinal and biomass energy function. Forestry enterprise operators and employees focus on traditional forest resource industry with mature technology and higher profits, such as timber, medicinal and forest tourism. Comprehensive consideration with all opinions, medicinal, ecological protection and biomass energy function perform well. Subjects under different levels have different opinions on priority utilization. Therefore it is needed to make reasonable decisions based on targets of different objectives.On the basis of all opinions, this article provides countermeasures and suggestions about multifunctional development of Acer mono Maxim, resource in Jilin Province, including priority of advantage functions and realizing industrialization step by step; operating wild and artificial resources tending; increasing international cooperation in terms of technology; making full use of existing policy, at the same time promoting improvement of relevant policies and regulations. Through promotion of multifunctional development of forest resources in Jilin Province, achieve industrial structure upgrade with utilization forest resources in Jilin Province.
