Research On The Major Water Conservancy Construction In Northern Jiangsu Area(1949-1966)

After the founding of new China, the CPC Central Committee has made the decision to governance of the Huaihe River and Yi.Su.Si River. This thesis discusses the formation background of the strategic decision and the formulation of the management and planning which were made by Jiangsu Provincial Committee. This thesis also focuses on the major water projects launched and implemented, and the special influence of the "Great Leap Forward" for the water conservancy construction, as well as the social mobilization of the Northern Jiangsu area.Northern Jiangsu area is located in the seaside of the Yellow Sea. It is the downstream of Yangtze, Huaihe and Yi.Su.Si River. After the Yellow River had captured the Huaihe and Sihe River during the Southern Song Dynasty, the ancient Huaihe and Sihe River’s water system has been destroyed, then lost the original river outlet. So Northern Jiangsu area has become a target for all the rivers. This is the root cause of the inundation of Northern Jiangsu area. These are the main ideas elaborated in the first chapter.The second chapter discusses the decisions on governance of the Huaihe River which made by the CPC Central Committee after the founding of new China. Form1949to1957, Northern Jiangsu has processed the river training measures. After the Yellow River captured the Huaihe River, the Hongze Lake has been formed. To governance the Hongze Lake is the key of the Huaihe project. Form1949to1957, the Northern Jiangsu area has constructed the Northern Jiangsu Irrigation Canal, Sanhe Sluice, the Yangtze-entering channel, and the flood storage project of Hongze Lake. These projects have comprehensive solute the problems of the Huaihe River.The third chapter discusses the strategic and measures of governance the Yi. Su.Si River. The Yi.Su.Si River were the tributaries of the ancient Huaihe River. After the Yellow River captured the Sihe River, Yi.Su.Si River had break away the Huaihe River, and then has became an independent water system. People of Northern Jiangsu area have excavated the new Shehe and new Yihe, which aimed to resolving the flood disaster of the Yi.Su.Si River.The fourth chapter focuses on the governance of the inner Lixiahe Region. In the early1950s, by the measures of renovating of dikes, associating dikes and dikes, and constructing two tidal gates----the Sheyanghe and Xinyanggang tidal gates and so on, the waterlogging problem has been solved. These projects have created the conditions of the comprehensive treatment during the1960s.The fifth and sixth chapters discusse the special influence of the "Great Leap Forward" for the water conservancy construction of the Northern Jiangsu area from the achievement and the fault two sides. On the one hand, Form1958to1960, the Northern Jiangsu area have build a large number of major projects, laying the new pattern of the province’s water systems. On the other hand, the water conservancy construction is the major campaign of the "Great Leap Forward", which led to many troubles.The seventh chapter discusses the adjustment policies of the water conservancy construction during1960to1966. The focus of this period is continued constructions and conveyance systems, except build a new project----the Jiangdu Water Control Project. Since its completed, the Jiangdu Water Control Project has played a huge economic benefits.The eighth chapter focus on the social mobilization in the water conservancy construction, including the mobilization, organizing and construction management of migrant workers, the wage, as well as the compensation standards and methods of land acquisition, the resettlement issues of water immigrants. In the author’s opinion, the social mobilization is an important part of the water conservancy construction. The social mobilization of the Northern Jiangsu area’s water conservancy construction in early1950s has a large scale, high level and good effective. The social mobilization was disrupted by the "Great Leap Forward" movement, until the period of adjustment of the national economy, the work has back on track again.Above all, the water conservancy construction of the Northern Jiangsu area has obtained great results during1949to1966. Today, the Northern Jiangsu should learn from the experiences and lessons of the past, and continue to improve water conditions, in order to provide more favorable conditions for the agricultural production.
