With the putting forward of human-oriented, comprehensive, coordinated and sustainable development of the scientific concept of development and its implementation into highway development, the highway development balance received wide attention. The topographical condition and the geography position in the plateau mountainous area region have the big difference, causes its highway network’s level of development not to be inconsistent. Which is easy to result socio-economic development of "the poor become poorer and the rich get richer" unbalanced development situation, At the same time,Plateau mountain area is both set "poverty, ethnicity, and is rich in resources in border areas" as one of the regions, economic values and social benefits have great development potentials, but the domestic tradition of highway network planning often ignore the social and economic "potential value", it is difficult to achieve the true meaning of balanced development. This paper based on what have analysed above, through the analysis on the status of balanced assessment of highway network to explore a balanced development pattern of highway network, and for China’s highway transportation policies and provide effective guidance for the formulation of road traffic planning.The Paper based on characteristic analysis on the basis of Plateau mountain area, drawing on equilibrium concept in economics and education, taking into account factors such as terrain, mileage of highway construction cost, Proposes the highway network equalization basic connotation and the characteristic for the first time. At the same time, taking into account the different services of different transport facilities and service capability of the same size characteristics, The paper selected plateau along the different technical grade highway in mountain area and the corresponding node, built plateau mountain area highway mileage equivalent terrain correction factor and regression model of relief, to determine the calculation method of equivalent mileage plateau mountain area highway network with secondary roads as a standard.In network scale balanced evaluation aspects, by on effect traffic network scale of main factors for analysis,such as economic, population and the regional area, etc, The paper will first put quantitative potential economic value into calculation index,Application base Gini coefficient method from the population, the regional and economic development between different regions of fractional network development, and balance evaluation method of using gap coefficient differences between each branch area is analyzed. In network layout structure balanced evaluation aspects, the paper has established evaluation index system from three aspects:network technology performance, traffic run performance and social performance, proposed evaluation thought of public network layout balanced based on three levels:points, line and surface, The application single item target analytic method, the Syre exponential method, the imbalanced exponential method has carried on the appraisal to the highway network layout structure equalization. While, Considered the establishment balanced and in the high level assignment uneven its stability is dissimilar in the low level. The paper application triangle stable system theory has constructed the highway network layout stability evaluation model for the first time.using the model has calculated and analyzed the highway network layout structure development stable degree.and laid aside the highway network equalization research in the mixed transport system big background, carried on the reasonable analysis to the highway network synthesis density separate coefficient value, proposed the highway network equalization assessment method under the mixed transport system in the plateau mountainous area.In the pattern research of highway network equalization development aspect, the paper proposed the highway network scale collocation method based on isostatic theory during various subdomains for the first time, Carried on to various subdomains’ scale crosswise mixes, tended to a balanced road network scale.And on this basis, the road network structure can be determined;established the road network layout model which rattles based on the importance-imbalanced shade, introduced the imbalanced degree of contribution target in the traditional node importance algorithm, calculated between various subdomains the attraction, then obtained during various subdomains the highway network layout balanced development model. In order to enable this kind of development model to have sustainable, the paper based on stability measure results of highway network trigonal system, calculated the length of side of various subdomains steady progression, then proposed various single items target development suggestion value in the highway network layout structure.Taking the highway network development of16areas in Yunnan Province as a real diagnosis, The paper has analyzed highway network development present situation of Yunnan Province, has carried on the appraisal to highway network equalization level of development, and proposed highway network equalization development pattern from the road network scale and the layout structure aspect of Yunnan Province.
