The reclaimed water refers to effluent of wastewater tertiary treatment which canbe reused. Aftre deeply treatment, the pollutant indexs in urban sewage, such as BOD,N and NH4+, can satisfy irrigation, industrial production, municipal landscaperequirements. China’s water resources are shortage. In this situation, development ofreclaimed water is an important way to supply urban water resource and improve theutilization efficiency of water resources. Along with the rapid development of urbaneconomy and the rapid growth of the urban population, reclaimed water has importantposition and role to protect water resources and realize the sustainable development. Butfor a long time, the value of reclaimed water has not got correct evaluation,development and utilization of reclaimed water has been restricted by many factors. Thesocial benefits, environmental benefits and economic benefits containing in thereclaimed water has not effective method to be evaluated. This situation lead toreclaimed water project cannot attract enough funds and influence to realize thesustainable utilization of water resources. So, research on value’s evaluation of urbanreclaimed water and establishing the value’s evaluation index system has theoretical andpractical significance to promote development and utilization of reclaimed water,protect water resources and perfect the reclaimed water market system.Under the background in the above, the paper systematically and deeply studies thevalue of reclaimed water and its evaluation methods. The main contents and innovationsof this research paper include:(1) Comprehensively analyzed the value of reclaimed water, drew a conclusion thatthe value of reclaimed water is composed by product use value, social service value andenvironment function value. Based on labor value theory, utility value theory, valueengineering theory and Environmental value theory, analyzed the value composition ofthe reclaimed water, and clearly discussed product use value, social service value and environment function value. The external effects of reclaimed water were reflected inthe value composition. Provides theoretical basis comprehensively and systematically toevaluate the reclaimed water.(2) Established the index system for comprehensively evaluating the reclaimedwater’s economic function, social function and environmental functions. Based onscientific, comprehensive, systemic and operability, first established the index system ofvalue’s evaluation of urban reclaimed water. This index system includes three primaryindexs, six secondary indexes and32level3indexs. The concept and connotation ofevery evaluation index has been deeply analyzed. This paper first drew the concepts ofreclaimed water absolute index and relative index. It can provide the intuitive andconvenient basis to compare the value of reclaimed water resource and water resources(tap water).(3) Defined the concept of social service value for the reclaimed water and firstcalculated the reclaimed water resource’s contribution rate to urban economicdevelopment by econometric method. Based on the statistics of Xi’an economydevelopment, By means of the regression analysis of Xi’an urban economic output(gross domestic product, GDP) and reclaimed water resource inputs. Isolated thereclaimed water’s economic contribution rate from the total economic development(GDP) and calculated the social service value of reclaimed water resource.(4) Evaluated the environment function value of reclaimed water by the contingentvaluation method (CVM). Through the willingness to pay (WTP) analysis of theenvironmenta function value of, revealed the influence of the consumer’s education,employment and income level degree to the reclaimed water’s value. From theperspective of protecting water resources and reducing water pollution, this paperexplained the concept of reclaimed water’s environment function value and analyzedthe evaluation method. Through analyzed600WTP questionnaires (feedback577questionnaires, feedback-rate is96.2%), calculated the numerical of the WTP’s average,analyzed the influence of education, employment and income level degree by x2correlation inspection.The main conclusions of this paper include:About the reclaimed water resource of Xi’an, its product use vale is0.421yuan/m3,social service value is15.95yuan/m3and environment function value is0.692yuan/m3.Converted The absolute index to relative index, the relative value of product use, socialservice and environment function is21.59precent,54.34precent and100precent. The total relative value of Xi’an reclaimed water resource is58.64%. This means the valueof reclaimed water resource in Xi’an is58.64precent of tap water’s value.
