Nowadays, global climate change and its adverse effect are major issues forhuman-beings, and the crisis of increasing carbon dioxide emissions caused by fossilenergy consumption has become the focus of the world. Under the new historicalconditions and requirements of the times, the Governments around the world takepositive action to get rid of traditional high-carbon energy development mode andmove to the green low-carbon path of development. As the largest carbon-dioxideemission country, implementing low-carbon economic strategy is the only way forChina to achieve the goal of low-carbon economy. Carbon dioxide emissions aremainly from the energy sector. Form the view of carbon dioxide emission structure,since China’s energy structure is dominated by coal, carbon emission from China’selectricity sector which takes coal-fired generation as the main power generationmode takes the largest proportion of total fossil-energy-fired carbon emissions.Therefore, in order to achieve the development goals of China’s low-carbon economy,the electricity sector must assume the major responsibility for emission reductions.The paper takes low-carbon as key factor during the analysis of China’selectricity sector to explore how can the sector reform and develop to achieve the goalof low-carbon transformation of China’s society. Based on the inductive analysis oflatest scientific information and practical results, the paper takes sustainabledevelopment, circular economy, techno-economic and low-carbon economy astheoretical basis for research, carries out systematic research on low-carbondevelopment in China’s electricity sector. The paper carries out the research onlow-carbon development status on power supply and low-carbon development onpower grid of China’s electricity sector and the research on the construction of powermarket. In the end, it comes to the conclusion and puts forward the suggestions onlow-carbon development of China’s electricity sector. The full paper is divided intosix chapters:The first chapter is introduction. At first, it introduces the international and domestic background of the research, points out the deep influence of climate changeand carbon-dioxide emissions, stresses that in China the production and consumptionof energy are the important factors of pollution, clarifies that electricity sector takesthe first place in carbon emissions and points out the significant meaning of China’selectricity sector’s green development strategy under such current pressures. On thebasis of summary of latest research results home and abroad, the paper comes to putforward the research thoughts of low-carbon development of China’s electricity sector,and then introduces the research approach and the main research contents.The second chapter is theory overview. It analyzes related theory and methods ofsustainable development, recycling economy, technology economy and low-carboneconomy and discriminates the relationship and differences between the theory andlow-carbon economy. It also analyzes the relationship between low-carbon economyand the scientific concept of development, the influence on low-carbon economytransformation from economic globalization, and points out that development route ofChina’s low-carbon economy, especially discusses on the new view of low-carbonelectricity, defines the definition and meaning of low-carbon electricity and putsforward the development mode of low-carbon electricity which make preparations forthe next research.The third chapter is the research on current situation of low-carbon developmentof China’s electricity sector. Firstly, it introduces the development of China’selectricity sector. With historical data, it compares and analyzes the developmenthistory and current status of power-generation-side and power-grid-side. Secondly,after demonstrating the current status of carbon dioxide emissions and emissionreducing structure of China’s electricity sector, it points out five main features ofcarbon dioxide emissions. Thirdly, with the summary of main works on reducingcarbon dioxide emissions of China’s electricity sector during the Twelfth Five YearPlan, it states the main restrictions on low-carbon development of China’s electricitysector, which are resources-constraint, structure-constraint, economy-constraint,technology-constraint and policy-constraint. Finally, it puts forward the developmentroute of low-carbon development of China’s electricity sector. The fourth chapter is the research on low-carbon power development of China’selectricity sector. First, it analyzes the influence on low-carbon energy economy fromonetime power generation energy structure, establishes carbon emission featuresseparation model of onetime energy consumption and carries out the empiricalanalysis. Secondly, it analyzes the low-carbon development of China’s thermal powerindustry from the views of thermal power development scale and status, thermalpower industrial structure optimization and carbon emission, low-carbon economicalefficiency of thermal power and the low-carbon development policy of thermal power,and comes to the conclusion that developing clean-coal technology and improvingthermal power efficiency can significantly reducing carbon emissions. Thirdly, itdiscusses the development of clean energy, such as wind power, solar energyphotovoltaic generating power, nuclear power and hydropower from the points ofoverall industrial situations, current Chinese development status, and low-carbondevelopment policy and low-carbon economic efficiency.The fifth chapter is the research on low-carbon development of power grid andpower market construction of China’s electricity sector. Firstly, it points out theimportance of low-carbon development of power grid, and emphasis that smart powergrid being the important route of low-carbon development of power grid. Then, itintroduces the international experiences on low-carbon development of power gridand power market construction. Finally, it discusses the inspiration and reference toChina from foreign power grid and power market construction.The sixth chapter is the main conclusion and policy suggestions. On the basis ofsummarizing the whole paper, it puts forward some related suggestions: first, makingout low-carbon development plan of electricity power, establishing industrialemission-reduction system; second, strengthening the construction of clean andlow-carbon power, accelerating the low-carbon transformation of electricity sector;third, strengthening energy-saving generation dispatching, enhancing the proportionof clean power generation; fourth, promoting research on low-carbon powertechnology, spreading demonstrative project of emission-reduction science andtechnology; fifth, strengthening power-demand side management, implementing integrated resources planning, and the sixth is improving the construction oflow-carbon power market and deepening electricity price system reform.
