A Study On Oil Company Risk Of Production Safety Based On Employee Behavior Reliability

Due to the problem of safety of oil production which is related to the national economic development and energy security strategy, the community and Chinese government re very concerned about it. But the production of oil is the processes complex, numerous links and full of risk, which makes the accidents occur sometimes, it brings great pressure to the government and oil companies. By statistically analyzing the reasons of the occurred accident, we found that80%accidents are human responsibility. However, few people take the issues of human behavior reliability into the research and application of risk management of oil production. Therefore, in order to solve the problem, this paper studies staff behavior reliability by using the methods of investigation, expected value method, theory and method of structure equation, theory of risk management, reliability theory of human, and so on. It would help the oil companies understand the importance of risk management of Human Errors (HE) and risk prevention of accidents, as well as the key points and measures of management and the possibility of preventing and reducing the accident risk. According to the study aim, the paper mainly includes the following research:Firstly, it analyses the influencing factors of HE, then its relative theories, such as the safety psychology theory, the theory of the accident, the accidental release of energy theory, ergonomics accident causing theory, accident chain theory, fault tree and PDCA management theory. Based on the above, the paper putts forward the theoretical issues, including the employee anti-risk theory under high-risk environment, risk evaluation theory for production and the risk management theory.Secondly, the paper analyses the significant differences and characteristics of the oil production process compared with other industry enterprises, namely, the complexity of the production process, technology intensive, oil products with high-risk, poor working environment etc.. Based on this, we discuss the safety risk source of oil company from three aspects of its people, equipment, management respectively.Thirdly, the paper discusses the main factors impacting on the oil company HE (behavior reliability), and based on them it constructs the path model on employee behavior reliability; And using structural equation method, it designs the measurement scale and the measurement index of each variable in the path model; By investigating and collecting data from the Northwest Sichuan Gas Company, the paper analyses the model and finds that:Employee’ behavior states directly have significant influence on the HE; oil company safety management directly influences staff behavior states; oil company safety management directly affects HE; the relationship between oil company safety management and HE is partly intermediary by employee’ behavior state. At the same time, the paper analyses the relationship between employee mental state, personality, health and HE of oil company, the interaction between the social environment and the organization satefy management, the interaction between the social environment and employee’ work behavior and the influence on HE and finds that they are all not significant. Then it proposes the theory of "employee anti-risk theory under high-risk environment".Fourthly, the paper analyzes the producing mechanism of HE and builds a model of risk assessment of equipment accident owing to HE (staff behavior reliability) by using the theory of stochastic process. According to the grade of accident, it can assess the risk status of equipment system. Based on the theory of risk evaluation, it constructs respect evaluation models at risk of HE and oil company production system accident to depict their risk status. Then, it constructs the transition model of HE and based on which this paper establishes oil company production risk model because of HE to assess the future risk status of enterprise.Lastly, according to the key factors of safety management of the oil company, and the key point of safety management, this paper suggests the model and method of staff behavior risk management, which mainly includes the ABC safety management model, standardization of post operation and normalization of supervision and safety management of zero accident team.
