As information technology and economic globalization, the rapid advance of modern science and technology as the core of the productivity of the system is becoming a huge driving force for world economic growth, knowledge-based economy as a new economic model has boarded the historical stage of development of human society. Financial capital or natural resources is no longer only a strategic resource a social organization in knowledge economy times, knowledge as a new resource is becoming the main means of competition. This makes enterprise or government must carry out effective production, management and application of knowledge resources in order to obtain advantage in the intense knowledge-based economy environment.the theory of Data Mining and Knowledge Discovery caused researchers to study for knowledge production. From data to information then to knowledge, we solve the knowledge poor but data explosion problem in the information age. In knowledge systems or decision support systems based on information systems, knowledge as a special kind of data, which made a higher demand to knowledge management, how to control knowledge production, storage, application, update is the key of application of knowledge-based system.Spatial data is important data in which people understand natural and modified natural. GIS contains a lot of spatial data and attribute data, in which contains more rich and complex semantic information than relational databases and transaction databases, hide much knowledge. With the status of spatial decision support system in the information system continued strengthening, research related knowledge management, such as the production, storage, application, updating of spatial knowledge, has been widely got the attention.This paper proposed and studied Multi Agent Based on Semantic and distributed knowledge management issues on the base of in-depth study semantic technology and artificial intelligence. Ontology as a semantic technology and multi-Agent technology is lead into knowledge management respectively to solve the semantic consistency problem of data sharing and application integration intelligently exist in the distributed knowledge management.This study achieve intelligence coordination and sharing of heterogeneous spatial knowledge on semantic-level, resolve the semantic heterogeneity, computing model heterogeneity, network heterogeneity problem, distributed spatial knowledge management framework proposed in this paper is adapted to macro-spatial knowledge management planning, but also applicable to the field of micro-spatial Knowledge Management System. This feature is new solutions for solving the current problem of "information island" and "collaborative decision-making". As a result, it can be the important reference to carry out the spatial knowledge management activities, such as "one-stop knowledge services space," "Personalized retrieval of spatial knowledge", etc.
