Along with the worsening of the global climate change, all the countries in the world strengthen their response to the world climate crisis. Being the biggest consumer of resources and energy, the second largest economic country in the world, China has newly increased CO2 emission accounting for 60% of the world totals every year. Moreover, compared with other countries in the world, the adverse effects of climate change issues have more adverse impact on China’s future sustainable development. Problems, such as how to effectively deal with climate change, how to reduce resource consumption and pollution of the environment to realize China’s national economy’s sustained, healthy and rapid development for China’s top government and academic subject have been serious obsessions.As the world’s largest collection of resources, on the one hand the ocean is susceptible to a variety of adverse effects of climate change, such as sea-level rise, marine environmental disasters and so on, on the other hand the ocean also is an important barrier to many adverse effects, because it is to resist and respond to climate change, and it is the important factor to influence global climate change law. Therefore, the scientific development and protection of marine resources can result in in a large number of economic benefits and rewards, and furthermore to promote the upgrading of local industrial structure and enhance the local economic development level. And more importantly, the scientific and orderly development of marine resources can effectively reduce the adverse effects of climate change, promote the coastal area, even more extense climate change adaptation ability of the Bohai area.As a semi-enclosed inland sea of our country, the Bohai sea has rich marine resources, and the development of Bohai region effectively promoted the ring of Bohai provincial economic and social development, makes the Bohai regional economic development of our country as the third "growth pole". But at the same time, the plan of marine resources development and protection for Bohai area also has many problems to face, such as lack of overall coordination institutions, supporting laws and regulations are not perfect, the innovation of marine science and technology security is inadequate, all these problems greatly restricted the ability to deal with climate change, and largely restricts the sustainable development of economic and social situation in Bohai area. However, Bohai area has good economy, capital, technology, talentbase and security which are helpful to enhance the feasibility of Bohai regional response climate change.In order to reduce greenhouse gas emission, strengthen regional climate change adaptation ability of Bohai area, and promote the sustainable development of marine resources of Bohai sea, and find out the problems and shortcomings of ocean development and protection, climate change response in Bohai areausing the basic theory and methodology of marine development, management, environment and technology, the paper analyzes the status of ocean development, environment pollution, sea-level rise caused by climate change and marine disasters, and analyses the economic and social development, and mitigation and adaptation initiatives in the Bohai area. Based on the preceding analysis, combined with the abroad and domestic policy and planning of climate change response, the paper takes out a planning system under the background of world climate change, which takes Bohai area as the main body, and its goal is to sustainable develop the marine resources and protect the marine environment effectively. The planning system includes a climate change response planning in the field of marine in Bohai area at the national level, a scheme for construction of provincial leveled planning system, and a set of safeguard measures for the planning implementation. All of these could truly embody the concept of climate change response in marine development and protection, promote climate change response capacity in Bohai area, and provide decision-making reference for national mid-term or long-term planning and policy of marine economy development and environment protection of Bohai sea. The planning system implementation will ensure the maximum of the virtue and benefit of Bohai sea, as well as the ecological security, sustainable development, and the safety of humans and their property in Bohai area.In general, the innovation of this research mainly focuses on the following aspects:First, this is the first study based on climate change adaptation ability promotion perspective, to explore the field of marine resources development and protection planning research.Previous studies on the development and protection of marine resources are more concentrated in the marine economy perspective,And the ability to adapt to the construction and related planning study less on climate change of ocean exploitation, coastal areas, countries have not yet introduced response planning marine area of climate change, the thesis can be said to fill the gaps in the domestic field of marine climate change response planning.Second, and for the first time, the paper systemically discusses the way and measures of strengthening climate change response in the field of marine. Ocean has played a special role in global climate change, the overall work of national climate change response requires:"The coastal area should fully consider the influence of climate change while preparing the planning and utilization of marine functional zoning and coastal protection". But during the "Twelfth Five Year Plan" period, various plannings related to marine development and protection, which is announced by the provincial governments around Bohai sea was not involved about climate change response. The thesis takes Bohai sea and Bohai area as a special object of study, and will help the national energy-saving emission reduction strategy comprehensively implement in the field of ocean development, marine economy and marine management, and eventually supplies strong pertinence and practical value in strengthening the coastal climate change work. The paper systematically research and analyze the "family property" of climate change response in the provinces around Bohai sea. By the basic research of ocean development and protection, climate change response in the Bohai area, the paper explores the climate change adaptation ability of construction in Bohai area, and finds out the status and shortcomings of marine development and protection in Bohai sea and climate change response in the Bohai area. The paper may provide provincial governments around Bohai sea and managers references about developing the marine development and protection, constructing the coastal economic zone and other fields to respond to climate change.
