The ocean satellite observations have more advantages for the study of global change, ocean resource protecting and ocean engineering implementing since their large area coverage and high frequency observation. During the past three decades, there has been a dramatic growth in the number and variety of ocean observing satellite, and vast amounts data were obtained every day which have already given us a global view of ocean environment parameters, including the sea surface temperature, ocean color, wind, wave, sea level and sea ice, etc.. But these data are used difficultily to be widely applied for customs because of comlplexily spatial-temporal sampling, multi-levels products, non-uniform data format and varieties of users’need. Furthermore these data are handled and managed by different satellite data centers. So it is urgently to develop a flexible platform to share the data and merge the different kinds of the information. In this paper Ocean Satellite Data Service System (OSDSS) has been studies and established to effectively manage and share ocean satellite data. GIS services have become an important technology to develope spatial data web services, and ocean satellite data are the important parts of the Earth Sciences spatial data, so GIS services can be used to ocean satellite data service systems to achieve the purpose of the data available for the public. Now mostly ocean satellite data share sites only able to provide basic services, such as data query, search, browse, order, download, for exemple, ocean satellite data services platform provide by NASA, ESA, and so on. The data services has just started and no service platform in domestic. Over the years, State Key Laboratory of Satellite Ocean Environment Dynamics of the Second Institute of Oceanography has collected and accumulated a large number of ocean satellite data. So it is urgent task to establish effective data service system for data share and application. The OSDSS not only has browsing, querying, downloading, and ordering, but also has online interactive visualization and analysis capabilities.This paper firstly introduces the background and research current situation of ocean satellite data services at home and abroad, and then gives the research contents, key issues, technical problems to need be resolved and the structure of this paper.Ocean satellite data service system has been developed on based of the concept and content of data services, especially ESRI spatial data service. After the introduction of the the concept, content, technology, implementation of data services and spatial data service, we elaborate the four-layer architecture of the OSDSS based on service-oriented architecture (SOA).Ocean satellite data have characteristic of large volumes, complex sources, variety levels and formats, so we firstly designed ocean satellite data model structure, and then establishment of a marine satellite database management system by use of GIS technology to unifiedly manage ocean satellite data and the other data of entry, modify, backup.Ocean satellite data services not only include both basic data services such as data retrieval, query and download, but also include metadata services, online data visualization and online analysis service. The metadata service of ocean satellite data system can improve the efficiency of data services, and provide more efficient data share and interpretational means of ocean satellite data. The metadata standard of ocean satellite data was built on the basis of Marine Information Profile of ISO19115(HY/T136-2010). Ocean satellite data metadata service system has three layers architecture:data layer, service layer and user layer.Online visualization service mainly researched and developed visualization technology based on Google Earth and KML language. Here two applications to illustrate the online analysis service, such as buffer analysis, extraction and statistical of interest areas.Finally, two typical applications are illustrated on the base of the OSDSS. The first application is the temporal and spatial variation analysis of the ocean environment, such as sea surface temperature, sea surface wind field and sea surface chlorophyll concentration in July-August,2011during typhoon. Another application is area extraction and calculation of the plume of the world major large river by use of the world’s salinity data.
