The basic objects of this paper are to analyze the scale effect and scaling law for the urban planning and management by use of the multi-interdisciplinary theories and technologies such as GIS as well as computer sciences and technologies in order to explore the practicability of the current theories and methodologies for mapping, and the spatial data mining and scaling algorithms for urban planning. For these purposes, a kind of suitable and effective multi-scaling model for the expression of urban planning spatial data under multi-scale environment has been developed. The main research contents include:to apply the uncertainty principle and spatial cognition to the multi-scale processing and expression of spatial data based on the theory of multi-scale processing of automatic mapping and the visualization methods. During this procedure, we found that the abstract expression of spatial data to the feature and developing process of objective world will only be approximation in some extent. An organizing methodology based on the common scale thought has been suggested considering the source and composition of spatial data in urban planning databases as well as their multi-scale characteristics; A point element distribution model based on "electron cloud theory’" was developed, in this case the compilation and results of urban planning could approximately define the position of point element when enlarging the map scale; Moreover, with the help of a visualization software and with combination the semantic rules of urban planning, the problem of spatial location uncertainty and its visualization caused by scale enlarging has been solved. Consequently, the multi-scale visualization and mapping of spatial data in urban planning could be carried out.
