In the past twenty-eight years, the industrial parks in china have achieved remarkable performances and have become the engine to push the national economy growing continuously, steadily and fast. But in practice, there are still some problems on the land lease, infrastructure construction, investment and finance, importation policies and so on. Based on existing literatures and management practice, this thesis makes in-depth studies on regulating land lease mode and land lease price management, perfecting infrastructure facilities of the park, exploring innovative financing modes and developing industrial cluster centered importation policies.The analyses are made on the background of the land privilege policies implemented by the modern Chinese traditional medicine park of Benxi development area. The standard of land privilege policies is discussed; different land lease modes are compared; under the combination of the measurement of land lease price and land lease privilege policies, the option idea is applied to the adjustments of the land privilege policies.According with the generalization of product life cycle theory, company life cycle theory and industry life cycle theory, the thesis analyzes the life cycle of industrial park infrastructure construction. With the economy life cycle methods, the demand characteristics of infrastructure facilities are distinguished at different life cycle stages; the development principles of infrastructure facilities'investment scales are explored which follow the example of well developed parks. Meanwhile, in the view of the general principles of relationships between infrastructure construction and economy running, the empirical study on the modern Chinese traditional medicine park of Benxi development area is made, exploring the infrastructure construction and running modes.Based on the public commodity theory and project classification, the operation mechanism of the industrial park financing is given and the financing platform is set up; taking the standard workshop construction and the farmers' land sharing the infrastructure construction as example, the analyses are done about the several modules of the project financing; the cash flow model is set up based on the income and expenditure analysis of the industrial park. The risk control suggestions are given after the sensibility analysis of the correspondent variables.When the build-operate-transfer mode is applied in the industrial park financing, bid is a good method to select the agent. Different bid mechanisms bring different results. Based on the game theory, the game models among the agents are set up under several different bidding variables. The bidding strategies are given and the effectiveness is analyzed.The existent experiences of some industrial parks show that the cluster development path has great advantages. Cluster centered importation is a good means to promote the formation of the industrial cluster. Taking the "importation" and "stabilization" as goals, the selection model is set up, so the evaluations could be done to the applying companies. Further more, the dynamic funnel mode about the industrial park's importation policies is proposed. At last, the case study is done about the modern Chinese traditional medicine park of Benxi development area. |
