| As an advanced method of organization and management techniques, modern logistics has become an important driving force of economic development. The country government highly pay attention to the logistics industry and announced the "logistics industry restructuring and revitalization of planning", local governments also have formulated logistics development in the "Eleventh Five-Year Planning" and started early studies of the "Twelve Five-year Planning". At the same time, various transportation enterprises also have the trend of transition to modern logistics. The railway doesn't play its role as the important part of China's comprehensive transportation in social logistics system at present. While facing fierce market competition and a significant opportunity of freight transportation capacity releasing after the separation of railway passenger transportation and freight transportation we have to reform rail freight organizational mode and greatly develop modern logistics, that have become an inevitable trend and an important strategic choice for railway transportation adapting to new economic development. However, there are still many problems during the process of developing China railway logistics. The reason is that China is still lack in-depth study on the theory of railway logistics system development planning. Therefore, carry out research on theory and method of railway logistics system planning has a long-term strategic significance and great practical significance.This paper bases on the project of the Ministry of Railways named "Railway logistics development program design and key technology research", through a large number of on-site research and data analysis, conducted a systematic and in-depth research on the railway logistics system planning theory and methods from the following aspects.(1) This paper systematic built the basic theory frame and main content of railway logistics system planning, analyzed the basic elements and its structure relationship of the railway logistics system planning theory, then analyzed the strategic objectives and the general idea of developing railway logistics.(2)This paper systematic suggested a spatial network layout and designed methodology of railway logistics system, and built the comprehensive index system of railway logistics center for location selection planning consisting of 4 kind and 23 indexs from the perspectives of market supply and demand. This paper established a combination location model based on DEA (Data Envelopment Analysis) and 0-1 mixed integer programming model. According to large amounts of data research and analysis of spatial graphics, combing with practical of Beijing railway hub and its future developments, this paper analyzed the logistics demand of top 500 industrial enterprises,24 industrial park,196 classic commercial enterprises and 30 wholesale markets in Beijing, and a quantitative calculation has been applied for 57 railway freight nodes and 30 public logistics areas that under planning construction in Beijing, then conducted to the proposals of the specific location layout of Beijing railway logistics center.(3) This paper systematic analyzed the design of railway logistics system services network and the content and methods of railway logistics product development, designed a railway freight OD flows forecasting model based on improved gravity model, and took the Beijing-Shanghai line as an example for calculation and discussed the content and manner of JIT railway transportation. Refer to the thinking of "passenger transportation", this paper designed and analyzed the railway freight transport organization method between railway logistics center.(4) This paper discussed the connotation, subject of operation, develop model of railway logistics system operating organizations, and proposed the "Five in One" coordination mode of operation. |
