Resource-based Cities In Western Industry And The Dual Evolution Of Dynamic Analysis

The resource-based city is a special type of the urban development. With the cycle variation of industry featured as the resource development, The Economy of Cities have Rise and Fall. With national experiment of exhaustioned resources-based city to carry out, the transformation of resource-based cities rise to the national level from the city itself, with a more widespread concerning. In addition, The "two-based society" construction of resource saving and environment-friendly emphasis, imports dependence of mineral resources under the resource security increasingly highlighted and the development trend of low-carbon of city's own economic model, which further enhance the transformation of resources---based cities. Based on the above background, in this study,it take the dynamic evolution of resource-based in he western region as object to study the development of western resources-based city, aimed to select industry from double perspective of industry and organizations, as well as a reasonable choice to succeed the origin of the idea.For the resource-based cities, the key problem of the resources-based city is the urban transition with industrial restructuring as the core. In this paper, the starting point is the first to admit that industrial development is a process of accompanied communion of industry types and forms of organization, yet industry types and forms of organization are choosed during a dynamic evolution. The whole analysis starts here, and evolution thought go into the analysis, taking decision-making to achieve the "information asymmetry",economic behavior "embedded" and the Nature of the Firm "organized", as the assumption, that the focus by evolution of industries and organizations with dual core, while the external evolution of industrial policy, with respectively, in the industrial policy on the replacement industry, industry type and organizational form of the evolution of trend analysis, providing a direction guidance for cultivation and development of replacement industries of resource-based cities in the western to This article also acknowledges the right choice does not mean that industry will be able to take over functions of industrial replacement,research on industry replacement should conclude running of industry. Based on the evolution of the industry, Papers build the concept of ability of replacement to reflect the nature of industry. And by studying on basic structure, power system, external factors and firm characteristics factors, finally construct a theoretical model of ability of replacement to provide a theoretical reference for judging the behavior of industry.Based on the analysis of the evolutionary process, on the one hand, starting from three power sources of industry evolution and organizational evolution and policy evolution, establish countermeasure suiting themselves dynamic evolution in three levels of industry type, organizational forms and policies designing; on the other hand, starting from influencing factor of ability of industry replacement, with a view to reach the goal of upgrading the ability, proposed developing the service sector to support industrial succession, reconstructing the industrial chain, remodeling and marketing the image of industry and utilize the Cities Alliance system in western resource-based cities,etc. Finally, take baiyin in Gansu province for example, analyzed empirically cultivation and development of the continued industry in western resource-based cities.
