Study On Regional Innovation System Operation--"Four-Threes Structure" Model And Its Application

Taking a panoramic view of the world economic development, innovation has become the major successful experience that some regions emerge and enhance competitiveness, to construct innovation system supporting regional innovation has become the main mean that many regions seek to rise and try to catch-up. In the practices of constructing regional innovation system, although managers keep trying, to establish scientific and technological innovation system, to found industrial innovation alliance, to set up special zones, development zones and test zones, to build urban agglomeration and economic circle, it is still difficult to control how much influence these practices may eventually produce. In the theoretical study of regional innovation system, although scholars keep advancing, recognizing the complexity of the system constitute, emphasizing the importance of innovation subject interaction, finding the plasticity of innovative environment, the study on innovation system in operation and influencing region development is still a weak link. For this reason, the study on regional innovation system operation oriented innovation development becomes an important and urgent topic in practice and theory circles.The operation of actual regional innovation system is characterized by four dimensions, the upgrade and transformation of system on time dimension, the layout of subject and the diffusion of achievement on space dimension, the containing and supporting between different size region on hierarchy dimension, the restraint and promotion of internal elements on structure dimension. The dissertation takes "regional innovation system operation on structure dimension" as the study object, according to the tendency of the regionalization of economic competition, the innovation of development force, the networking of element relationship, explores systematically the interrelationship among innovation subject, innovation input, innovation output and innovation content during region development, reveals profoundly the operation mechanism of regional innovation system, and tries to enrich and develop the theory of regional innovation system on internal elements operation dimension, to provide the method for people to recognize innovation system, to provide approachs for government to improve innovative environment, to provide basis for all kinds of innovation subject to bear and play corresponding functions. The dissertation is divided into four parts: Partâ… is the basic theory, including Chapter 1 and Chapter 2, which proceeds the overview to related studies both at home and abroad from four aspects, innovation study course, innovation system study, regional innovation system study and its constructing practice in our nation, and obtains relevant inspiration; which defines the relevant concepts of regional innovation system and its operation, and presents the reasons and ideas to take system dynamics as the basic study tool in the dissertation.Partâ…¡is the theory study, including Chapter 3, Chapter 4 and Chapter 5, which analyses "Four-Threes structure" model reflecting the operation of regional innovation system by defining the implication and composition of the 12 elements, which analyses the internal mechanism of "Four-Threes structure" model by expounding the relationships among the model sub-systems, and among their elements, by drawing static and dynamic graphics of the model, by illustrating the operation mechanism of the model, which constructs "Four-Threes structure" stimulation model of regional innovation system by using system dynamics method.Partâ…¢is the theory application, including Chapter 6 and Chapter 7, based on summarizing the features and value of the model, which expounds the application train of "Four-Threes structure" model; applies the aforementioned theory to carry out the status analysis and improvement designs of Wuhan regional innovation system.Partâ…£is conclusion and expectation, which sums up the conclusion, concludes the innovation point, and points out the study direction of the next step.
