In this dissertation, a scope of enterprise's internal environment and target at the internal soft environment as the study perspective are first redefined, including four elements, the entrepreneurial spirit, organizational structure, business culture and the implementation force. And an interrelationship among the four elements and the main content and features of enterprise's internal environment are analyzed, which has laid a solid foundation for further research.Secondly, existing problems of internal management of state-owned enterprises according to the status quo are summed up and in accordance with the actual situation of state-owned enterprises, the internal environment of state-owned enterprises is defined as the incentive and constraint mechanism of entrepreneurs, organizational structure, business culture and implementation force, which makes the dissertation more realistic and practical and provides meaningful references for the relevant theoretical research.Thirdly, what are the main efforts in this dissertation is to explore and optimize all the elements of internal environment for state-owned enterprises.1. Designing incentive and constraint mechanism of entrepreneurs. Combined with the actual situation of state-owned enterprises, existing problems of current incentive and constraint mechanism are analyzed in this dissertation by reviewing the existing incentive theory and constraint mechanisms, and some incentive mechanisms of state-owned enterprises from the point of Multi-task principal-agent are designed. In the design process, a framework and optimal solution to a standard principal-agent model is first analyzed, and on this basis, a model of Multi-task principal-agent is extended as theoretical foundation for designing incentive mechanism of state-owned enterprises. In design of the incentive mechanism, analysis of sensitive issues about enterprises'performance and reward for managers and the principal-agent relationship of state-owned enterprises are made. As a result, conclusion of the model is more practical. And with exit cost as cut-in point, a constraint mechanism is constructed and an optimal solution test has been made to prove the feasibility of the model, very practical.2. Upgrading the executive ability of state-owned enterprises. From the concept and research framework of executive ability, theoretical researches of the executive ability are reviewed. Then, factors affecting the executive ability and the state-owned enterprises status quo are focused on to abstract the factors affecting the executive ability of the state-owned enterprises. Furthermore, an evaluation index system of executive ability of state-owned enterprises is set up, including staff, organizational management, executive process and executive effect, and there is a detailed description about definitions and evaluation measures of each index. Staff will be divided into senior, middle and junior levels and the executive ability is cultivated hierarchically in an enterprise. According to the characteristics of evaluation index, Fuzzy Comprehensive Evaluation method is used, with principles and steps of evaluation outlined. Finally, countermeasures of upgrading state-owned enterprises'implementation force are proposed, which can be decision references for enterprises.3. Constructing and evaluating the culture of state-owned enterprises. Starting with connotations, levels and functions of corporate culture, a brief retrospect of hotspot of the corporate culture at home and abroad is presented. Then, the idea of constructing state-owned enterprises'culture from psychological level is developed, based on the status quo of the cultural construction of state-owned enterprises. In addition, connection of psychological contract and corporate culture is first expounded, and a dynamic analysis of the cultural reform of state-owned enterprises is made with reconstruction of a psychological contract of employees proposed according to the development trend and contract types. A reconstruction model of psychological contract and incentive mechanism framework with overall perspective is set up. Finally, combined with the existing research results and using grid method and fuzzy Borda number analytical method, weights of II and III evaluation indices of corporate cultural construction are obtained, and the IV weight evaluation index is achieved by direct empowering way, which makes a comparatively systematic evaluation system for state-owned enterprise culture, and the fundamental of evaluation method and steps have been introduced in detail.4. Optimizing the reform process of organizational structure of state-owned enterprises and evaluating performance. A theoretical background of reforming the organizational structure is reviewed, and based on the status quo of researching the organizational structure of state-owned enterprises, a proposal is made that more attention should be paid to the management of the reform process of the organizational structure of state-owned enterprises. A profit sharing policy in the reform process of the organizational structure of state-owned enterprises is considered as the research target. System analysis framework of the reform of the organizational structure of state-owned enterprises is designed, and all the main causes of changes and profit orientation are analyzed, with incomplete information static game equilibrium solution to every profit entity obtained by using game theory. Thus, micro and macro countermeasures of profit sharing policy in the process of the reform of the organizational structure of state-owned enterprises are suggested. Finally, with the combination of organizational behavior theory and performance evaluation theory, a performance evaluation system of the reform of the enterprises'organizational structure is set up. In accordance with the characteristics of indices, performance of the reform of the organizational structure is evaluated by Fuzzy integral evaluation approach and introducing the relevant theories, steps and the data transformation in evaluating process. Methods are also improved and a new parameter ofλis introduced to indicate importance and a principle of its value settings is presented.Lastly, a summary and prospect are launched, with main conclusions of this dissertation and some deficiencies pointed out for a follow-up research direction.
