The transmission grid faces some changes in the reforming environment because the generation and transmission have been divided into two independent departments for about 6 years. Introducing the competition and push market-oriented deregulation is the tendency of the electric power sector all over the world. So the traditional transmission planning methodology, model and analysis theory are not suitable for the market condition due to the uncertainties of investment, load and policies. Transmission planning plays a very important role in the electric market. It should be market-oriented, flexible, economic, and optimum, so transmission planning is a noticeable problem.Firstly, concern the relationship between the electric consumption and economic development based on the cointergration theory and error-correction model, with the data of Henan Province. Setting the long-run equilibrium equation and the VEC model, analysing the changing and trend of the electric consumption and economic development,and forecasting the electric consumption of Henan .Secondly, systems analysis the basic conception, models, structure and manage of the geography spatial analysis , the data model and the data structure of the power GIS are put forward, and the concept of the fourth dimension in power GIS affords a new way for the transmission planning .There is a basic thought way to deal with the cosmically hererogeneith data and their fusion in allusion to electric power establishment location .The theories of fuzzy mode identify had been used in the synthesis evaluation process of substation locating in transmission grid planning.Thirdly, an approach on DEA for evaluation on distribution investment project is proposed. Based on the traditional investment decision method, considering the feature of risk investment, through choosing the input and output indices, the dissertation introduces a DEA model to evaluate distribution investment projects with economic risk and constructing an optimal decision making unit to perfect the research of cost-benefit analysis method within the application of the transmission investment planning.Fourthly, the transmission investment encouragement mechanism has considerable effect on the transmission capacity. The dissertation introduces the Intelligence Engineering in the transmission planning. The arithmetic based on the nucleolus solution in cooperation game theory and Multi-Agent System is proposed to figure out allocation the investment of the fixed cost, consequently the problems which have not optimum result or multi results are solved.Fifthly, an improved AC algorithm by joined the revising eclipse gene was put forward which controlled the process of positive feedback the research area by dynamic adjusting the account gene ? and ? .This method increased the probably to get the best of all solution in the process of network optimizing program and quickened the constringency speed.
