Research On The Complexity Management Of Fake Information With Public Crisis

The fake information with public crisis is a basic but profound issue. It is meaningful for promoting science development,constructing the harmonious society and safeguarding national security in both theory and practice to strengthen the management of fake information with public crisis. However,it is a complex system engineering. Study the related issues with the fake information managenemt from the view of complexity science,which overlapping the natural and social sciences,has become the frontier topics in management science.This dissertation takes the important propositions such as "what is the fake information","whether it can be managed or not","how to manage it" and so as the master line,analyzes the essential attribute,mechanism,management environment and complexity of fake information with public crisis from the view of complexity management,uses patterned chaos forcasting to study the diffusion and management simulation,and then proposes chaos management view and corresponding countermeasures of fake information with public crisis. In this dissertation,complexity analyzing is the very process,while putting forward the countermeasure is the final goal. In a word,its main characteristic is "backing on the Chaos Theory,standing on the Management,and orienting to the fake information".First,this dissertation analyzes the essential attributes and complex mechanisms of the fake information with public crisis. It analyzes some cases recent years,finds that there are void and fake status between the true and false information. Then it analyzes the universality of the fake information,discriminates the true,false,void and fake information,defines the fake information with public crisis,analyzes its characteristics and types,then explaines the process of the mechanism of appearance,diffusion,variation and its harm. Using nonlinear Polya model,it demonstrates the initial value sensitivity of the fake information diffusion with public crisis,and displays the spatial fractal and chaotic attractors with cases,then establishes the diffusion equation,studies the birth-death process'influence and the chaos phenomenon.And then it discusses the complex evolution tendency from the medium,the network and the content. It concludes that the fake information with public crisis is complex social phenomenon with complex manifestation; the cell phone short messages and Internet are its main diffusion channel,and it will be even more complex in future.Second,this dissertation analyzes the complex evolution of fake information with public crisis. Basing on the Systematics,it identifies the conjugate relation between resources deployment and information diffusion in public crisis evolution; basing on the Chaos Theory,it pointes out the internality and inevitability of public crisis within social system evolution; basing on the Dissipative Structure Theory,it analyzes the fake information management's influence on the social system evolution; by the Synergy Theory and its public opinion model,it reveals that there is critical region in the collective attitude to the fake information with public crisis; and then it revises the traditional public crisis lifecycle model basing on the fake information with public cirsis. It concludes that there is significant chaos characteristics of fake information with public crisis; public crisis is intrinsic and inevitable phenomenon of social system; there is conjugate relations between the information diffusion and resource deployment; the management of fake information with public crisis has important influence on the public crisis and the social system evolution,and it is suitable and rational to execute the complexity management.Forth,this dissertation testes the feasibility and the performance of comlexity management of fake information with public crisis basing on the caos Theory by the policy simulation. It summarizes nine complex characteristics of the task management environment first,thenit summarizes the deficiency of traditional forecasting and the advantages of chaos paradigm. It refines influencing factors,designes the simulation flow and establishes certain parameters,constructes the scenarios simulation of diffusion model of fake information with public crisis using patterned chaos forecasting,then carries on some corresponding forcasting woks and drew some conclusion from the forecasting result. Then three basic propositions and three hypothesis of simulation are concluded. The management countermeasures of fake information diffusion in public crisis are classified as fifteen types according to the strategy and executive ability,and then fifteen corresponding sumulation schemes are put forward. Meanwhile,a management simulation model of fake information diffusion with public crisis is constructed and used to phenomenologically simulate the scenarios and validity of these countermeasures. The results show that the fake information diffusion seems complex,but it may follow some simple inherent rules; it is feasible to implemente the complexity management of fake information with public crisis basing on the Chaos theory.Finally,this dissertation put forwards the complexity management view of fake information with public crisis and corresponding countermeasures. It discusses the Chaos Theory's enlightenment to the management of the fake information with public crisis from four aspects,reviews the evolution of public crisis management thoughts,then points out the necessity of complexity management view of fake information with public crisis,and then proves "what kinds of management" the complexity management of fake information with public crisis should be in detail,and obtains some basic connotations and basic ideas. Then the chaos-based management countermeasure system is constructed. There are seven countermeasures on how to strengthen the prevention and control,some countermesures on how to engage the fake information management with public crisis to the resources deployment,including resources reserving,emergency plan as well as resources deployment principles; and three suggestions on how to enhance the crisis manager's abilitie of crisis decision-making.This dissertation is of cretain theoretical significance for studying the complexity of the fake information with public crisis and its management laws deeply,and some practical value for enhancing and perfecting national public crisis management ability in the new era.
