Network backdrop, China's information resources development, management and application prominently present several problems, the integration and sharing of information system with a low level, enterprise management concepts and the regulations backwardness,lack of a unified information technology planning and standards, overall low work efficiency, information resources construction haste, for instance. Information Resource Planning (IRP) can smooth business processes; understand the information needs; establish standards for enterprise information and information systems model.Economics theory laid the theoretical foundation of the optimal allocation of hierarchy and distribution structure of information resources; engineering technology from the perspective of information theory described the evolution of resource planning process, stressed to the data center for enterprise information system operating mechanism. The use of management theory identified information resource planning development trends in enterprise, promoting the implementation of information resource planning.Through the research of performance characteristics of high enterprise information, the paper analyzed the high level informationization enterprises have more flexible, efficient, open and wide-area demands in the acquisition, transmission, application of information resources. Acquisition is the precondition, transmission is the basis, management is the key, and application is the goal. There are many linkages between the construction of information resources and the informationization, they can influence each other, and promote each other. To enable enterprise informationization of network background to a better level of development, comprehensive and formal information resources planning should be considered as basic and pilot project.Based on the concepts and features of enterprise information resources planning in network environment, the paper classified information resources planning. According to a series of processes, detailed investigation, collecting, collating, sharing, distribution, storage, transfer, application, maintenance and evaluation, the paper designed a web-based enterprise-class theory system of information resource planning.This paper establishes the method of information resources planning. Based on the analysis of the needs of enterprise information resources planning, this paper studied the characteristics level of IRP, distribution and application principles, designed hierarchical structure, distribution structure and the application structure of information resources planning which is suitable for general application.The paper built up IRP implementation effect evaluation system, including operation tendency efficiency evaluation model and information resources allocation efficiency evaluation model for enterprise information system. Operation tendency efficiency evaluation model introduce the effect coefficient of tendency analysis method, studying the gain and loss of information resources in collection, collation, storage, sharing, and application processes, and show the affection of hierarchical structure and application structure to operation tendency efficiency; Data Envelopment Analysis (DEA) was used by enterprise information resources allocation efficiency evaluation model, which can give available suggestion on the spatial distribution adjustment and optimization.Railway information resources planning as a case for analysis, according to web-based enterprise-class theory system designed by this paper, the author summarized the concept, features, classification of rail information resources, analyzed the series of railway information resources, processes, survey, collecting, collating, sharing, distribution, storage, transfer, application, maintenance, etc. The implementation results of railway IRP have been evaluated by and gave the accurate suggestion by IRP implementation effect evaluation model.
