China's state-level high-tech industrial development zones are established and developing in context of the rapid development of the contemporary new technology revolution and the increasingly competitive globalization of science and technology. The purpose of their establishment is to fully absorb and learn from foreign advanced scientific and technological resources by relying on domestic technological and economic power, capital and management tools, to achieve optimization of the local soft and hard environment, to promote the relative concentration of universities, research institutions and enterprises within a certain area and to maximum convert the scientific and technological achievements into real productive forces through the implementation of preferential policies and reform measures of high-tech industries. Since its establishment, various undertakings have developed rapidly within the national high-tech zones, a number of the emerging industries which have independent intellectual property rights and growth advantage are taking shape, and a number of high-tech incubator and industrial bases have risen rapidly. In many cities, the state-level high-tech industrial development zones have become or are becoming the new regional of economic growth. The development functional positioning, the functional dimension, the functional evaluation and the functional optimization of Hi-tech Development Zone have an important theoretical research value and practical guiding significance in grasping the operation mechanism of the of high-tech development zones and improving the economic radiation effects of high-tech development zones. In this paper, we take a great deal of useful exploration and the main contents are as follows:Based on the research of the development in new and high-tech development zones and the analyzing in problems appeared in the process of development, this thesis firstly set out the research background and significance, and on the basis of reviews about the domestic and international literature, we further constructed the formation of the framework and research ideas, and refined it's expected innovation points. Secondly, it selected the regional economic development strategy theory, the regional industrial cluster theory, the zone economic theory and regional system optimization theory as the cornerstone of theoretical analysis based on the research of domestic and oversea papers. Thirdly, we used the historical methods to analyze the history of the foreign high-tech development zones and then supplied some useful advice for the functional positioning and optimization in China's high-tech development zone. We selected the Silicon Valley as a representative of the developed countries, the Taiwan's Hsinchu Science-based Industrial Park as a representative of the emerging countries and regions and the Indian Bangalore software technology park and China's high-tech develop zone as the representative of the developing countries and then we analyzed the course of their development respectively. Fourthly, we analyzed the functional position of the First pioneering stage which was a market-driven stage and the Second pioneering stage which was an innovation-driven stage, discussed the function formational mechanism and functional dimensions of high-tech development zones. On the basis of the research of functional dimension in the hi-tech development zones, we established functional evaluation index system which is constructed by the index of Growth pole function, the demonstration zone function and proliferation of source functions. Fifthly, on the basis of functional assessment, we presented a new theory system about the optimization of high-tech development zones. We discussed this problem from the content, goal orientation, system framework design, path selection and the support system of the functional optimization in High-tech Development Zones. Sixthly, we took empirical analysis of the Suzhou High-tech Zone based on the previous research and provided a theoretical decision support of its functional optimization. Seventhly, we further enhanced the optimization allocation of resources of the function of hi-tech zone, improved the regional innovation system, and analyzed the Yangtze River Delta economic zone based on the strengthening of the function of the proliferation then proposed the countermeasures to optimize the function of hi-tech zone in Suzhou. Finally, a summary and prospect was given.The innovation points in this paper:(1) Made innovation-driven and the second pioneering functional dimension system of high-tech development zones;(2) Constructed the functional evaluation system of high-tech development zones;(3)Took advantage of the complex adaptive theory to analyze the functional evolutional mechanism of high-tech development zones;(4)Systematically built a functional optimization method system;(5) Empirically analyzed the functional dimensions and the functional evaluations of Suzhou High-tech Development Zone. |
