Globalization, Sustainable Development Of World City And Government Behavior

Globalization is the general trend of the world economic development. The deepening globalization makes the world city system have a great change.21st century is the century of urban development. Realization of sustainable urban development has been the target pursued by all countries of the world together and the important topic concerned by every estate of the society. Making a comprehensive view on the practices of the various world cities, the achievement of sustainable urban development is difficult to be realized by relying on the market, which should depend on the government. The characteristics of the government behavior decides that the urban government should play its unique role, which is totally different from that of the market, on promoting the development of economy, maintaining equity of society, protecting the environment and so on. In the era of globalization, World City is the"Aircraft Carrier"in the cities. Whether the orientation of the government is right and the definition of the administrative functions is scientific have the direct relations to the future and the destiny of the cities, namely deciding whether the sustainable urban development would be realized or not. The result would give a important impact on sustainable development of the world economy. Therefore, the keystone of studying this new topic for the author's attempts to lucubrate in the intrinsic relationship between globalization, sustainable development of World City and government behavior from a new integrative academic perspective. For my part, globalization is the foundation of both naissance and implementation of sustainable development strategy of World City. In terms of globalization, the sustainable development strategy of World City is not only a kind of the global concept but also a sort of the ideal state. Government behavior should behave the effective part and bring an irreplaceable effect into play for this aim. My dissertation is divided into three sections: introduction, main body and conclusion. The contents summarized as follows:In the introduction part, the author puts forward the issue at first, and then neaten the academic studies of China and abroad which are on the similar subject, and make a representation about the general thoughts in research of this paper.The main body consists of five chapters. In the first chapter, the author recommends several correlative basic theories integrally and systematically: the theory of globalization, the theory of world city, the theory of sustainable urban development and the theory of government behavior. Based on the theories mentioned above, the author brings forward a new integrative academic perspective. In the second chapter, the author analyzes the sustainable development of World City by a quantitative method systematically based on an in-depth study in Globalization and World City, which includes the principles of enacting the index to the sustainable development of World City evaluation and its contents as well as the framework and the structure of the index system of sustainable development of World City. The author also suggests the paradox of World City, which is a kind of challenge to Globalization and Sustainable Development. In the third chapter, the author chooses two world cities, Tokyo and S?o Paulo for case study on the material research of the concept and the action of sustainable urban development. Through the characteristic practices of the various world cities in the process of sustainable development, the author aims at giving prominence to their common ground: the effective positive fuction of the government behavior. In the fourth chapter, the author makes a further comprehensive study in the immanent relations between globalization, sustainable development of World City and government behavior from the aspects of world city government in the era of globalization, the role of government in sustainable development of World City and the countermeasures of the government behavior on sustainable development of World City in global economy. In the fifth chapter, the author pays attention to the growth of the potential world city in China connceting with the sustainable development of Chinese cities. By means of international comparison, the author also makes a profound consideration in the government behavior for China to building the World City with sustainable development in the condition of globalization.Through induction, centralization and survey of this dissertation, the final conclusion part forms six basic conclusions and four creative conclusions. On basis of knowledge in this course and related field, this part also sums up potential contributions of this paper.
