The compulsory and free characteristics of tax objectively decide that tax payment is a rigid cash expenditure of enterprises, and tax becomes an important factor that influences enterprise financial management decision-making. Then it is an inherent demand of rational economic man to reduce tax burden. With the perfection of Chinese tax system construction and the enhancement of tax collection and management level, illegal tax evasion has lost its action space gradually, and then legislate tax planning begins to board on the big stage of China's economy. However, the study of tax planning in our country is still in the preliminary stage of exploration, and the special study in view of agricultural enterprises still lacks. As the weak infrastructure industry of China, agriculture is the basis of the entire national economy, and then the economic benefits of agricultural enterprises have a direct bearing on the overall development of national economy. Therefore, it benefits reducing tax burden, improving economic benefits and financial management, and promoting the health development of our agriculture industry and tax planning that we study the concrete tax planning of agricultural enterprises and discuss the rational choices of tax payment from the perspective of financial management.According to the basic theories of tax planning and financial management, and based on viewing the rational recognition of tax planning, this dissertation analyzes the necessity and possibility of agricultural enterprises to carry on tax planning from the angles of realistic development, laws, game theories and economic effects. Then this dissertation discusses the concrete tax planning of financing activities, investment activities, production and business activities, and profit distribution activities. And then proposes strengthening financial control of tax planning from three aspects of risk control, performance evaluation and inner supervision. Finally, by analyzing the factors that influence tax planning of agricultural enterprises empirically, this dissertation proposes the countermeasures to promote the development of tax planning in the different views of the government, enterprise taxpayers, and tax agencies.This dissertation consists of nine chapters and the framework is as follows:Chapter 1: General Introduction. This chapter firstly presents the research background, the purpose and significance of the dissertation, and then briefly summarizes and evaluates the dynamics of domestic and international researches. Finally, this chapter puts forward the research methods and possible innovations.Chapter 2: Basic Theories of Tax Planning of Agriculrural Enterprises. Based on defining agricultural enterprises and tax planning reasonably, this chapter elaborates the target localization of tax planning, summaries the basic principles and techniques, and discusses the relativity of tax planning and financial management, which provide the basic theoretical foundations and operation ideas to elaborate the activities of tax planning.Chapter 3: Economics Analysis of Tax Planning of Agricultural Enterprises. This chapter begins with the realistic development of agricultural enterprises, and applies the relative theories of laws, games and economics to discuss the necessity and feasibility of agricultural enterprises'tax planning from the different views, which supplies the theorecial and realistic bases of tax planning of agricultural enterprises.Chapter 4: Tax Planning of Agricultural Enterprises during Financing Activities. This chapter firstly analyzes the characteristics of agricultural enterprises'financing activities and the concrete requirements of tax planning. Then this chapter emphasizes on discussing the specific tax planning of enterprise debt financing, equity financing and lease financing, so as to optimize capital structure of enterprises and achieve the financial goal of enterprise value maximization.Chapter 5: Tax Planning of Agricultural Enterprises during Investment Activities. This chapter firstly analyzes the characteristics of agricultural enterprises'investment activities and the requirements of tax planning. Then based on analyzing the impacts of tax on investment decision-making, this chapter discusses the specific tax planning respectively of the organization choice of agricultural enterprises, the choice of investment direction and investment location, the determination of investment scale and the choice of investment methods, which provide methodological guidance for enterprises to enhance their overall investment returns by using tax planning scientifically.Chapter 6: Tax Planning of Agricultural Enterprises during Production and Business Activities. This chapter starts with tax planning of taxpayer's status options, discussing the differences of tax burden and planning options between general taxpayers and small-scale taxpayers of value-added tax. Then this chapter analyzes tax planning of accounting policy choices of inventory valuation method, depreciation method of fixed assets, accounting method of long-term equity investment under the new accounting rules. Finally this chapter analyzes tax planning of procurement and sales activities, specifically discussing the procurement channels, means of sales and settlement, and special sales behaviors, etc. Chapter 7: Tax Planning of Agricultural Enterprises during Profit Distribution Activities. This chapter firstly analyzes the characteristics of agricultural enterprises'profit distribution activities and the requirements of tax planning. Then based on analyzing the impacts of corporate income tax and personal income tax on corporate dividend distribution policies, this chapter focuses on tax planning of agricultural enterprises how to make up for the losses, and analyzes the specific tax planning of dividend distribution policies from three aspects of the dividend payment method, the dividend payment rate and the choice of dividend distribution policies.Chapter 8: Financial Control of Tax Planning of Agricultural Enterprises. This chapter firstly analyzes the risks and risk control of tax planning beginning with the risk idea of financial management. Then this chapter introduces the financial and non-financial indexes to construct the performance evaluation system of tax planning, and discusses the performance evaluation method of cost-benefit analysis. Finally, this chapter discusses financial control from the aspect of inner supervision to ensure the scientific and validity of enterprise's tax planning.Chapter 9: Suggestions of Developing Tax Planning of Agricultural Enterprises. This chapter firstly analyzes the survey data empirically by statistical software and summarizes six factors of influencing tax planning of agricultural enterprises, that is tax system factor, tax administration factor, tax environment factor, tax knowledge factor, finance factor and tax planning anticipation factor. Then on the basis of results, this chapter imposes the countermeasures to promote the development of tax planning from different aspects of the government, enterprise taxpayers and tax agencies.
