The sustainable development of high technology and economic benefits, low consumption and environmental pollution is built upon science and knowledge, as well as technology and skill. The advanced achievements in scientific research can be transformed into competitive products only with the actual operation skill of skilled talents. And each innovation and upgrading of products in enterprises is no substitute for wisdom and labor of skilled workers. However, the information from statistical data and frequent news report show a fact that the lack, the insufficiency and low quality of skilled talents have been a bottleneck which restricted the development of second industry, specially manufacturing industry. Therefore, it is essential to probe into the form and accumulation of skilled human capital.The accumulation of skilled human capital was researched by means of canonical analysis, demonstration, contrast analysis and quantitative analysis etc. As the basis of skilled human capital definition, the literature was integrated. In addition, the main way of accumulation was researched. Concretely, based on the analysis of the actual mode of accumulating of skilled human capital, the goal pattern was constructed. Then the institutional arrangement of conversion path of mode was designed. Accordingly, the incentive mode of accumulating of skilled human capital was constructed to benefit the practice and development.The main innovation points as follows:Firstly, view from the different observational capability, the human capital was divided into five types. Relied on analyzing the characteristic of skilled human capital, the Analytic Network Process of skilled human capital value was constructed to set up the weight of each indicator.Secondly, Based on the formation mechanism and feature of skilled human capital, combined with the main way of skilled human capital and social development situation, the goal pattern, market-dominating, college-enterprises cooperation based, multi-associated, was constructed.Finally, the incentive hierarchical structure, including the government, the market and the enterprise, was constructed. At the enterprise level, the Incentive mechanism, including compensation incentive, work incentive and development incentive, was designed. At the market level, the implementation of incentive depended on the solution of the property right of skill human capital, the labor force market price and supply-demand of labor force as well. At the national level, the policy formulation, supervision and implements should be emphasized. |
