China's Western County Economic Development Research, And New Rural Construction

County economy is the basic component of the national economy, with characteristics of urban and rural. County economy is not only the end of the urban economy, but also the head of the rural economy, and more characteristics of rural economy. On the one hand county economy is an important support of new rural, and decide the level of new rural construction. On the other hand construction of the new rural can also contribute significantly to county economy, both interacting. The key topic of this paper is to study the follow problems: Under the new situation of building a well-off society, the west regions in China how to better combine the county economy development with new countryside building, so that both develop each other.The paper is divided to seven parts. Firstly the paper explains the important meaning, in and abroad research situation and new development of the county economy and new rural construction study. After that, Chapter one generally studies concept, type and characteristics of county economic and the new rural. chapter two studies inherent relationship between county economy development and the rural construction. Chapter three analyses basic dynamical system of county economy development and new rural construction. Chapter four puts forward four interactive development patterns: agriculture industrialization pattern based on developing agriculture, industrialization pattern based on developing industry, urbanization pattern based on developing town, and knowledge of farmer pattern based on accelerating knowledge. Chapter five detailedly reviews the status quo, the existed problems and the delay reasons of the western county economy and the new rural. The author think that compared with the eastern region, there is a big gap on western county economy development and the building of new rural, and that county economy lag is one of the most important reason of the new rural construction. Based on previous analysise, chapter six proposes the corresponding policies.The author holds the views that delay reasons of the western county economy and the new rural is in agriculture delay. western county economic development need not only develop agriculture, but also develop industry. To promote rapid development, the western county needs to walk on two legs, one depending on the industry pulling and one depending on the promotion of agriculture. If no participation and support of industrial economic, the pace of development of rural economy will be very slow; on the contrary, if no the support from the rural economy, the development of the industrial economy is not possible.It is very important that western county economy development and the building will solve "Three Rural" issues, eliminate the dual economic structure, eliminate regional economic gap, the elimination of inter-regional economic development gap, and promote economy. Only by vigorously developing county economy, building new rural areas, the western areas will lay a solid foundation for the comprehensive development of the economy.
