Study On Servaral Problems In Strategic Purchasing For Collectivize Steel Enterprise

Strategic purchasing as a kind of new purchase management idea has drawn the attention of experts and industrialists. Strategic purchasing has realized enterprise's a great leap from cost-center to profit-center and become an effective method for enterprise to gain core competency and to improve overall level.Compared with the quite great progress on research and appliance of strategic purchasing in advanced countries, some achievements has been made in China in research of strategic purchasing, which is still in starting phase. On the basis of research and analyses on theories and applications of strategic purchasing, the article put forward a strategic purchasing management system for steel making group. The research is supported by National Natural Science Foundation and National High-Technology Development Program. Based on the appliances in Dongbei Special Steel Group and Suzhou Special Steel Group, the article researched on the following six focuses of strategic purchasing:(1) Based on strategic purchasing theory and steel enterprises collectivize management mode, the article reinterpreted and extended the connotation of strategic purchasing and defined the range of strategic purchasing. The article developed a new strategic purchasing management method system, which focus on strategic purchasing process and method. Some important issues have been discussed in detail.(2) Strategic purchasing integration is one of the important elements of strategic purchasing management, which is the essential prerequisite to bring strategic purchasing into effect. Based on purchasing strategy orientation model and profit chain analysis model, the article developed a strategic purchasing integration method on defining the role of organization, people and strategy, adjusting the structure of organization, optimizing the business process, standardizing the business, and so on.(3) In order to meet the demand planning, the article has put forward x-list concept, which mainly researches data structures and mapping relationships among these lists. At the same time, the article has established x_list process integrated model oriented PLM and founded the materials supply-demand planning solutions. Aiming at spare parts, fuzzy classification tree model has been brought forward and the concept, construction and implementation on this model have been researched to obtain the spare parts supply-demand planning. (4) Supplier selection method with scheduling, multilayer and dynamic index matrix has been put forward to solve fix quantify analysis shortage of supplier selection management in strategic purchasing. Firstly, value index storehouse has been established based on materials classification to build re-constructible index system. Secondly, each index weight has been confirmed depended on EG₁ -arithmetic and entropy arithmetic. Thirdly, index forecasting value has been gained based on SVM arithmetic and founded matrix based on multi-dimension attributes. Finally, optimizing supplier has been obtained by calculating parameter distance and corresponding supplier combination selection arithmetic has also been presented, these methods provide valuable projects for the group purchasing manager making swift decisions.(5) Information support technology is one of elemental parts of strategic purchasing theory, which improves the development of strategic purchasing. The article has brought forth a new development mode of collectivize information management system and described the modes on definition, operation, organization and business in detail. The article also explains the user-defined configure technology.(6) The article introduces a software system structure on supports strategic purchasing based on J2EE structure and founds the corresponding function model, information model. A prototype system is also been developed based on use case study and process analysis.
