Research On The Black Economy And Its Governance

With the development of China, the weight of the black economic in the national economy is growing. It is not only have a greater influence to the normal economic operation, but also have a greater damage to the whole society.To implement effective governance to the black economy has reached a critical state. This thesis uses the system economics, information economics and jurisprudence comprenhensivly, makes a system study to the black economy and the governance method, and provides an effective policy recommendations. This thesis is divided into eight main parts.The first part is the introduction. In this part, we bring up the background, purpose and the significance of studying the black economy and its governance. Also, in this part, we summarize the present study situation of the black economy and its governance at home and abroad, and give the content, methods and technical route of this thesis.The second part is the black economy and tectonic mechanism. It is from the macro angle to study the black economy. First, sorting out the various concepts which have a relevant relationship with the black economy, we re-explained the meaning of the black economic is the whole appellation to the various economic activities which makes a direct damage and is prohibited by the law. Then, we analysis the social ecosystem which breeds from the black economy. The marginalized groups are the human foundation of the black economy, the gang culture is the culrural foundation and the free movement of the production factors is the material basis of the black economy. At last, we study the tectonic forces of the black economy. The fairy of the law is the negative force structure, having a negative function. The need of the market is the forward tectonic forces and makes a certain role.The third part is the operation mechanism of the black economy. It is from the microscopic to study the black economy. First, through analyzing its industry chain movement, we study its development mechanism—to gain profits through making the core non-rule competitiveness. Such "violence - profiteering" non-rule game sports is its development mechanism and path. Secondly, we analysis the characteristics of the black economy market. The core effectiveness of the black economy market mainly gets the monopoly profits through the market monopoly. Again, through analying the risk control of the black economy, we demonstrate the principle of the black enocomy risk control is the balance between the profits and the risk. Its way of the risk control is to shield the information and to suppress the government. Finally, we analy the management model of the black enocomy organization.Part four is the negative effects of the black economy, and we mainly analyze the harm of the black economy to the economical society. First, we study the black economy's misuse effect to the legal economy. Second, we analyze the black economy's suppressing effect to the regime. That is through bribery, ingratiating and buy the government officials; they suppress the regime, reduce the government's crackdown and reduce the government's administrative capacity, or even eroded the government's power base. Finally, we analyze the black economy's corrosion effect to the ideology of the society. That is the backward negative thinking's disseminated and assimilation influence to the society, wich is proposed by the black economic activity.The fifth, sixth and seventh part is about the black economy governance. First, from the right treatment dimensions, we propose the method of governing the black economy, including strengthening the publishment of the information; expeling the black economy from the market through the rule of the market choice of survival of the fittest; cutting off the capital chain of the black economy through restraining the need to the black economy goods and the supplyment of the raw materials to it.Finally, from the social dimension, we propose the method of suppressing the black economy, including the construction of a harmonious society and melting the marginalized groups; promoting social equity and melting the pressure of the marginalized groups; mobilizing all social forces to strengthen the control to the black economy, resist the black economy and compress the black space; promoting healthy culture, establish the correct values and moral concept values to govern the black economy.The eighth part is the summary of the whole thesis and the prospects of the study.
