Research On The Economic Structure Of Hebei Province From The Perspective Of Building A Harmonious Society

This dissertation aims at raising the capability of building a socialist harmonious society starting with theoretical research of society building, it expounds the issue of economic structural optimization (one of significant theoretical and practical issues of Hebei Province) from the perspective of building a harmonious society by applying methods of history-theory combination, Sino-Western combination, and history-reality combination, laying a comparatively complete basis of theory for building a socialist harmonious society and optimize the economic structure of Hebei Province during the new period. Its contents and major innovations are as below:1. An economics analysis of building a harmonious society. It clearly states the economic connotation of building a harmonious society, and analyzes that building a socialist harmonious society should meet basic economic indicators of a moderately rich society and needs good coordination of various relations of economic interests and right settlement of various economic contradictions; it reviews economic theories of harmonious society, including theories of economic growth, theories of sustainable development and theories of scientific development;it analyzes correlativity of harmonious society and economic structure to have a better understanding of the connotation of the structure of harmonious society and the mechanism of effect of economic structure; it comes to a conclusion that society harmony is the starting point and the end-result of economic structure optimization.2. Experiences of overseas economic structural readjustment. First of all, it conducts a comparative research of China, Russia and Middle Europe and Eastern Europe in respect of economic transition and social harmony, and respectively makes a systematic analysis of stagnation and economic transition in low-level harmony, economic transition and social polarization both aiming at efficiency, as well as taking building a harmonious society as the goal of economic transition; Secondly, it analyzes experience and enlightenment of US's economic structural readjustment since the 1980s.3. An analysis of the economic structure of Hebei Province from the perspective of building a harmonious society. First of all, it analyzes the present status of the economic and social development and existing contradictions and problems of Hebei Province, describes modes of the economic development and growth of Hebei Province, and demonstrates the foundation, approaches and goals of building a "Harmonious Hebei". Respectively in respect of industrial structure, urban-rural economic structure and regional economic structures, it expounds the forming system of the economic structure of Hebei Province under the standard for harmonious society.4. Research on the industrial structural readjustment of Hebei Province from the perspective of building a harmonious society. First of all, it reviews the process of the evolution of Hebei Province industrial structure; secondly, it analyzes industrial structures and resources characteristics, investment structures, conventional industries, human resources and functional mechanisms of guiding orientation of governmental behaviors; Finally, it put forwards orientations and priorities of the industrial structural readjustment of Hebei Province from the perspective of building a harmonious society. The orientations are: building the industrial structure in line with patterns of demand, the industrial structure matching elements of production, and the internally harmonious industrial structure. The priorities are: transforming and upgrading the conventional industries, boosting the sci-tech advance and self-reliant innovation, promoting the improvement and upgrading of the manufacturing structure, and further improving the organizational structure of enterprises and the external environment of industries.5. Research on the urban-rural economic structural readjustment of Hebei Province from the perspective of building a harmonious society. It deeply analyzes the formation and roots of the urban-rural dual social structure, as well as the present status of the urbanization of Hebei Province, and specific contents and causes of the low-level urbanization; it concludes that Hebei Province should place priorities of the urban-rural economic structural readjustment on the urban-rural spacial integration, the urban-rural market integration, the integration of urban-rural industrial structures, the integration of urban-rural economic and social development, and taking the new route of urbanization, etc.. Yet policy tool options should place priorities on: further eliminating institutional barriers, adjusting policies of distribution of urban-rural finance and taxation, accelerating farmland circulation, raising competence of farmers, pushing forward making rural population non-rural, rebuilding systems of supply of rural public products according to approaches of building public finance, accelerating the improvement of rural public facilities, adjusting patterns of distribution of national income, giving more support to rural economic development, greatly developing rural economy, etc..6. Research on the regional economic structural readjustment of Hebei Province from the perspective of building a harmonious society. It analyzes the present status of the regional economic structure of Hebei Province, and influences of growth points of industries on the regional economy from the perspective of both the Bohai-Sea-Rim and Beijing-Tianjin-Hebei Metropolis Circle at the state level and the development strategy of "One Axis and Two Wings" regional economies of Hebei Province. It points out approaches of the regional economic structural readjustment of Hebei Province: pushing the regional economy of the Bohai-Sea-Rim onto the track of scientific development; putting into practice the regional development layout of "One Axis and Two Wings" in an all-round way; taking port construction and port industries as priorities in developing coastal economic belts; making great efforts in fostering and developing clusters of distinctive industries; placing the urbanization at a strategic position decisive to the overall situation, accelerating the urbanization, increasing inputs in underdeveloped regions, enhancing abilities of self-development, etc..7. Research on the fiscal structural readjustment of Hebei Province from the perspective of building a harmonious society. It analyzes governmental behaviors in building a harmonious society, and thinks that governmental economic functions should shift from a direct economic player to a provider of public services quickly; it analyzes the significance of social security for building a harmonious society, and advances building systems of social security suitable for harmonious society; taxation is an important part of state's economic systems, and an important means of macro-regulation to promote the development of socialist harmonious society; finally, it puts forward the orientation of policies of finance and taxation to building a harmonious society.
