Also inChina, In addition to highly rise in price, there were many problems in land selling market,consuming market, tax market and finance market. With these problems were more and moreconspicuous, if we couldn't standardize and govern them, they would hinder our country'seconomic development gravely. The urban real estate market development was rational or not inChina was of great theoretical and practical significance for promoting national economicsustainable and healthy development, for building resource abstemious and environment friendlysociety, for founding harmonious society of socialism.(1) Based on the analysis of international and national background of urban real estatemarket, this paper presented its purpose and significance, as well as its main content and themethod for studying urban real estate market development from rational perspectives.(2)This paper produced the meanings and feature of real estate, revealed the meanings rationand rational development, presented the implication and pattern of urban real estate market rationaldevelopment, analyzed foundation theory of urban real estate market rational development, such asurban land location theory, real estate market economy theory, urban real estate input-output theory,public management theory and urban real estate market sustainable development theory. This partprovided study basis for continue analysis, and it was logical starting point of this paper's theorysystem.(3) Then the paper reviewed both market of before residents' system reform and after,studied urban real estate market achievement and main problems, and analyzed the intensive causeabout urban real estate market irrational development was structure, development outlook,institution vacancy and market macro state. At last it summarized the characteristic of urban realestate market in China.(4) Other countries's experience and lessons of real estate could give us inspiration andenlightenment. The paper studied housing supply safeguard system, real estate financial system,real estate tax system and other advanced experience in other countries, and then pointed out theenlightenment of our market due to overseas real estate market development and management.(5) Assessing analysis was introduced in this paper. The significant of China's urban realestate market rational development assessment was presented. The basic principle, index systemand method about China's urban real estate rational development assessment were projected. Andthen, it studied demonstration of both China and Harbin city. This paper drew the conclusion that there were irrational in both China real estate market and Harbin real estate market. This wasconceivable innovation of this paper.(6) Government should play macro-administration role correctly in the urban real estatemarket in China. Guarantee every citizen's residential right was an important duty for government.Provide residence for middle and low income citizens was our unshakable responsibility forgovernment. Government should transform their functions. Land market was focal point ofmacro-administration. Tax system should be perfected; tax law should be strictly enforced, andshould be given energetic support.(7) Real estate development businessmen should revise their strategy. As supplier of urbanreal estate market, development companies should modify their values, orientate themselves again,and innovative management and financing mechanism.(8) Financial institutions should establish two-grade market systems, diversity paying backloan and modify personal information management system and housing financing method. Faithsystem of real estate medium institution should be set up. Property management companies shouldoperate on a scale, and they should lift the level of operation and management continually. Mediumand scholar should guide consumers properly.(9) The consumers in urban real estate market should build up rational consume outlook.During the research process, the paper used other research findings such as economics,sociology and public management theory.
