Study On Development Of Petroleum Industry In Xinjiang

Petroleum has an advantage over any other energy resource in Xinjiang where it has the second-largest accumulated and geological surveying resources. Basing on petroleum resource,the petroleum industry of Xinjiang has a great developing potentiality and broad prospects.With more than 50 years'development ,petroleum industry has already become one of the dominant industries in Xinjiang.The study on the development of Xinjiang petroleum industry has the realistic meaning and theoretic value which have a great significance for ensuring safe strategy of country's energy,increasing energy cooperation with Middle and South Asia ,maintaining the stability of border area and nation unity as well as continuing the balanced economic development of Xinjiang.This study adopts methods which combine the fact-proving research with norms research,fixed quality with fixed quantity,microcosmic research and macroscopic research.Through these methods,an overall and systematical analysis of petroleum industry has been made in proper order from the following seven aspects.They are the present development of petroleum industry and its structure,concentration,relative analysis,government's regulations,strategies as well as its continuing development.This study analysised the condition of Xinjiang's petroleum resource and made an evaluation and it points out that the development of petroleum and natural gas of Xinjiang is still in the developing period in which it aims at discovering the petrol field and increasing its reserves.Although it has a great exploring potential,because of its geograghy limitation and a lack of exploring funds,the exploring level is till low,even lower than the everage level of the whole country.The study is based on theories of industry distributions,its concentration,macroscopic analysis,government regulations and continuing development.From microcosmic and macroscopic aspects,it scientifically and systematically analyses the problems in the development of petroleum industry in Xinjiang.It points that the developments of middle and upper reaches lack a balance and have no rational industry structures.So it is hard to form an integral industry chains.Moreover,the upper reach covers a too much large proportion in the development,so it can not give a strong impetus to other industries.Based it,the paper points the industrial concentration of Petroleum Chemical Products Manufacture of Xinjiang should be enhanced and Input to Petroleum Chemical Products Manufacture of Xinjiang should be increased.Due to a lack of an established fair and competitive market and government's perfect laws and regulations on petroleum industry,it points that the phenomenon of mixed operation has become common in monolopied business and competitive business,so the systems of petroleum industry needs to be restructured.It states clearly that the country should take the development and benefits of Xinjiang's economy into consideration when making strategies for petroleum development .Besides,the allocation of profits between the center and the local should be well arranged so that we can guarantee the profits of Xinjiang ,considered as a resource area.It also reveals that we should not only overcome limitations of resources,environment,economy and technology on continuring development,but also we should deal with some realistic problems well.For instance,contradictions between the concept of limited resource and continuing development,the relationship between petroleum industry's own features and continuing development,the contradictions between the limits on supply of petroleum and the need of future development of continuing resource ,outdated petroleum technology and the need of advanced technology for continuing development,tremendous damages to environment and requirements of environment protection for continuing development and Xinjiang continuing economic development,outdated policy of industry and continuing development,the relationship between continuing development of Xinjiang petroleum industry and continuing economic development of Xinjiang.Based on thoroughly systematic analysis of Xijiang petroleum industry,this study proposed the basic thoughts and policy advice for the development of Xinjiang petroleum industry.We should give priority to"three key points,two priorities and one adjustment"(That is to establish the key industry,key base,key products and give first priority to undeveloped domestic petroleum and chemical products as well as the products with hi-tech.Try to achieve it by advanced technology and adjust the established structure of pertrolic and chemical products.)We should lay emphysis on exploring petroleum, improving exploring technology and increasing its investment.We should always get the petroleum industry updated and try to establish highly efficient transport system for finished petroleum via pipelines which run through many oilfields of Xinjiang and foreign countries where unfinished and finished petroleum export to.We should make great efforts to chemical fertilizer industry,improve petroleum industry,increase its scale,adjust the structure of petrolic and chemical industry,develop products with hi-tech and try to achieve breakthrough in development of intensive chemical industry.The center government should have less specific functions of regulations on petroleum industry and try to gradually transfer these founctions to the regulation-making departments of local government .We should deal with the relationship between the center and Xinjiang in development of Xinjiang petroleum industry.On the one hand,making the trategies of country's petroleum,we should fully take of Xinjiang ,as resource area into account,and so are its rational power and profits. On the other hand,based on the premise of balanced development of resources,environment and economy,driven by the force of innovation of science and technology,we should develop integral continuing development model of Xinjiang under its features of large-scale, concentration and its base.
