The study on the development of Xinjiang petroleum industry has the realistic meaning and theoretic value because it has a great significance for ensuring safe strategy of country's energy, increasing energy cooperation with Middle and South Asia, maintaining the stability of border area and nation unity as well as continuing the balanced economic.The study, according to the sustainable development theory, resource scarcity theory, economic cycle theory, industrial concentration theory, government regulation theory and the scientific development concept, through analysis on the domestic environment of Xinjiang oil industry, from production output and oil industry system, the industrial organization and focus, oil reserves and production costs, relations between and the environment, Xinjiang oil industry's advantages and disadvantages, points Xinjiang oil industry development'situation.On the basis of Xinjiang oil industry development situation, the paper points out the constraints and main questions: the central government monopoly, tax and revenue sources separation; strong government color in Xinjiang's economy, stronger local protectionism; poor infrastructure.
