| The industrial structure adjustment is the core issue of the northeast promotion. The solution of all the significant and difficult problems occurring in medium and long term developing process of our national economy, which include continually growing, stimulating consumption, increasing employment, enhancing international competitive power, eluding risks in the national economy operation as well as realizing sustainable development, ultimately depends on the alleviation of the constitutive contradictory. For Heilongjiang Province, adjusting and optimizing industrial structure is the urgent measure to be taken to solve the prominent contradictory in the current economic life, and it is the key step and necessary condition to realize sustainable development in current and future, and also the strategic task for long term national economy development.Heilongjiang Province is located in the center of Northeast Asia economic circle. Russia lies to its north, and Japan, South Korea and North Korea lies to its east. So it has condition to take full advantage of the resources, capital, technology and market of the neighboring countries and take part in the regional international labor division. Heilongjiang Province is an important part of northeast economy of our country. Through many years development, comparatively stable industrial structure has already formed in northeast economic zone. Although there is certain superiority, contradictions such as regional uniformity tendency in structure also exist at the same time. The study on Heilongjiang Province and its industrial structure should be analyzed and proved from the point of regional economic integration.The adjustment thought and direction of industrial structure of Heilongjiang is presented under the condition of regional economic integration through the analysis and study of its industrial structure in this paper. Thorough analysis and proof is made in this paper to provide policy suggestion for the government macroeconomic regulation and control in the medium and long term. Thereby impels the economy of Heilongjiang to develop continually, rapidly and exuberantly.First, based on the research result of domestic and foreign scholars, the industrial structure evolution, current situation, difficulty and difference in competitive power of the three northeastern provinces is compared and analyzed and the status of Heilongjiang in northeast economic zone is elaborated. Through analyzing influence of Russia, Japan, and Korea to the industrial structure of Heilongjiang Province, the paper elaborates the status and division of Heilongjiang Province in northeastern Asia economic zone. Then it introduces the issue that industrial structure adjustment of Heilongjiang must take the demand of regional economic integration into account.Next, association analysis on internal industry of Heilongjiang is made taking the use of Shift-share Method, input and output analysis, time series analysis. Current developing situation and trends of industries and trades is analyzed. Influence coefficient and inducing coefficient of industries are measured and evaluated through 1992, 1997 and 2002 input and output tables.Third, on the basis of quantitative analysis and the conclusion of comparative analysis on industrial structure, contradictions confronted by the adjustment of Heilongjiang industrial structure which include the inconsistency between industrial development and industrial structure evolution law, regional uniformity tendency, industrial or regional decline in some industries depending on resource and regional incongruity of industrial development are analyzed.In this paper, on the basis of the clarification of the labor division of Heilongjiang in the region, the assessment model of regional leading industries is founded on input and output analysis method, and leading industries in Heilongjiang province are analyzed according to the input-output table of Heilongjiang province in 2002. Then the adjustment and optimization direction of industrial structure of Heilongjiang is brought forward. Rational proposals for industrial structure policy, industrial organization policy, industrial technology policy and industrial composition policy in the medium and long term are provided.
