Research On Evaluation Index System And Countermeasures Of Ustainable Development In State-Owned Forest Zone Of Heilongjiang Provinicial Forest Industry

Heilongjiang Province is the large forest industry province in our country, and the construction of forest industry plays a significant role in the provincial, even in the national construction of ecology and forest industry. The construction of the state-owned forest zone of Heilongjiang provincial forest industry is the miniature of national construction of forest industry. The realization of sustainable development in the state-owned forest zone of Heilongjiang provincial forest industry will play the role of a model and have the effect of impetus for national construction of forest industry.At present, the state-owned forest zone of Heilongjiang provincial forest industry is facing several problems such as continuing declination of workable resources, increase of production costs, economy in grave peril and so on. Under the guidance of sustainable development theory, it should coordinate the development of population, resources, environment, economy and society in national forest zones. This is the right choice of getting out of the difficulty and of completely solving the problems in economy, resources and ecological environment for the state-owned forest zone of Heilongjiang provincial forest industryThe sustainable development of the state-owned forest zone of forest industry is a matter of combining regional sustainable development and sustainable forest industry. The construction of evaluation and the corresponding index system of sustainable development is the key link for implementing the sustainable development in the state-owned forest zone of forest industry and also one of the key issues of sustainable development theory of forest industry.The dissertation makes a concrete analysis of natural resources, economy and social development in the state-owned forest zone of Heilongjiang provincial forest industry, with the sustainable development of the state-owned forest zone of Heilongjiang provincial forest industry as the main line on the basis of many frontier theories such as sustainable development theory, regional economic theory, management theory of forest industry classification, forest resources economic theory, environmental economic theory and so on.The dissertation also constructs the evaluation index system and the evaluation approaches of sustainable development in the state-owned forest zone of Heilongjiang provincial forest industry, in the light of the coordination development of resources, environment, economy and society and proposes the countermeasures for the sustainable development in the state-owned forest zone of Heilongjiang provincial forest industry according to measure results of sustainable evaluation index. Concerning the construction of concrete index evaluation system as well as the evaluation approaches, this dissertation uses advanced mathematical ways such as multiunit analysis and gray system theory to solve the practical problems and makes a thorough and deep research of sustainable development in the state-owned forest zone of Heilongjiang provincial forest industry. In making sustainable development policies, this dissertation proposes its new concepts in management of commodity forest, cultivation of public-welfare forest, leaping development of the state-owned forest zone and constructions of two systems, security system of realizing sustainable management of forest resources and scientific & technological supports in the state-owned forest zone of Heilongjiang provincial forest industry.
