Talent development will be influenced by many elements, such as politics, economy, society, technology, and education. These elements require and restrict the gross and structure of talent. Talent development assorts with these elements in the progress of working with each other. For example, the speed and scale of economic development have a deep relationship with talent development. Talent vitality put forward in this dissertation is an integrated conception, which reflects many aspects of city talented people and is decided by many factors. Talent vitality is the quality and quantity of whole human capital converting in city talent people. Talent vitality is the spirit and capabilities of city talented people teaching, improving themselves with innovation and progress, and it is the signal of talented people's activities. City economic development and talent vitality influence each other. The actuality and potential of city economy decide how many talent people a city can attract and the social environment talented people live in. The enhancement of talent vitality will improve city economy. The two variables have a relationship of interdependency. So, it is necessary to study city talent vitality from the interdependency of economy development and talent development.Based on literature, this dissertation puts forward the concept of city talent vitality, makes a deep study on the structure of city talent vitality, and sets up a model to assess it. Interdependency model of city talent vitality and city economy development and inner motivity model of city talent vitality are also set up. It is an innovation and development of city talent theory. An empirical study was done to validate the models brought forward in this dissertation. The advice of how to set down talent policy was also pointed out here. The conclusions of this dissertation enrich talent theory and public human resource management theory, which have important meanings to theory development and can be a reference for city government to ameliorate their human resource management.There are eight chapters in this dissertation. The following is the arrangement of chapters.Chapter 1 is an introduction, which generally demonstrates the research background and resolutions. The entire framework is put forward in this chapter. Research methods are also introduced.Chapter 2 is to look back what scholars have studied in the relevant topics. A review of the literature on talent vitality and city economy development is put forward in this part. Literature review not only can make the blank and deficiency of current study distinct, but also provide the base for following research of this dissertation.Chapter 3 to chapter 7 is the main part of this dissertation. In chapter 3, a qualitative research was carried out to explore the structure of talent vitality. A five dimension structure was put forward. That is growing force, study force, invovation force, entrepreneur force and flowage force.In chapter 4, an assessment model of city talent vitality was studied firstly. An empirical study of Shenzhen in this model was carried out. To assess the whole level of city talent vitality, this dissertation put forward a"liner increment compound talent vitality index". Different data indicate different levels of city talent vitality. The higher the index is, the more rapidly city talent vitality improve. After analyzing the data of Shenzhen in 2002 and 2003, it was found that the talent vitality has been improved by around 10 percent, and reached 9.2% in 2003 compared with 2002 in Shenzhen. This conclusion indicates Shenzhen is keeping on increasing its talent vitality based on high level of talent vitality before. The cumulation effect will be dramatically revealed on its talent vitality.Chapter 5 defines the interdependency of city talent vitality and city economy development and sets up an econometric model to assess the degree of interdependency. The data of Shenzhen from 1991 to 2003 were used in empirical study. The conclusion is the interdependency of talent vitality and city economy development is ideal in 1992, 1993, 1997, 1999, 2000, 2001 and 2003. But deep dangerous condition was found in 1995 and 1998. Talent development alarm appeared in 2002. Economy and talent develop harmoniously in 2003.The inner motivity mechanism of city talent vitality is studied in Chapter 6. The concept of talent filtration is brought forward here and distinguishes talent filtration up and talent filtration down. The method of"weighted multiple index compound liner increment model"is used to set up a talent filtration model. Empirical study uses the history data of Shenzhen. The conclusion is the most important influence factor is GDP average by person. This tells us the speed of economy development has the most effective pull power to talent up filtration.Chapter 7 puts forward advice for city talent strategy based on theory and empirical study. When formulating talent strategy, government should concentrate on education improvement, training enhancement, key human resource advancement and environment upgrading. At the same time, regulations should be made to definitude the status, correlation and function of relevant government departments.Chapter 8 is a conclusion and forecast. In this chapter, conclusions in the dissertation have been summarized firstly. Also, the innovations, limitations and directions in further studies have been predicted.Innovations in this study paper include as below two main points:(1) Innovation of concept. This dissertation puts forward a new concept of city talent vitality based on human capital. This concept could describe the active level of talent activity closely. It is a beneficial attempt to discover the law of regional talent development, which opens up the research eyeshot of regional talent strategy and pushes the study of city talent strategy to a new level. Certainly, the conclusions of this dissertation need more close study to get a further validation.(2) Innovations in the new concept and research conclusions. This dissertation set up several models about city talent vitality, which are assessment model of city talent vitality, interdependency model of city talent vitality and city economy development and inner motivity model of city talent vitality. These models are all new constructions and original study in talent theory. The research brings forward several conclusions about city talent vitality. These conclusions would be a basis to establish city talent strategy. And also, a case study of Shenzhen was done in paper. Shenzhen is a city full of market characters. This case study will have important implications for other cities.In addition, this dissertation tries to improve the research methods and applies econometrics in model setting up and explores the applicability of these models in empirical study. This provides new tools for regional talent development study and could be an important reference for the studies in similar area.
