In the face of the enormous contradiction of high-speed development of economy and the crisis of surviving, the mankind must make the sober choice, and look for a best kind of economy development patterns. Gansu is an underdeveloped province in china, and the eco-environment is very fragile. For long time, driving by the economic benefits, some regions and enterprises pursued a partial and short-term target under the traditional developing patterns. It caused more rigorous problems such as resources, environment and ecosystem, etc. Under the background, this paper attempts to analyze the theoretical foundation and fulfillment of circular economy, and explores the circular economy development patterns that adapt to Gansu province, breaking the dual crisis of fragile eco-environment and economic poverty, to realize the development of nature, social and economic. The main research contents of this paper are summarized as follows:1. Based on system theory, ecology, ecological economics, environmental economics, source economics and cleaner production theory and industrial ecology, built up the theories frame system of circular economy, developed the circular economy theories, enriched the contents of the development. Through analysis international and local fulfillment of circular economy, provide theories and practice foundation for the developing patterns choice of circular economy in Gansu province.2. Used the method that the quantitative analysis and qualitative analysis combine together, carried on a thorough analysis to the basic characteristic of nature, social and economic system in Gansu province. Pass to analyze influence of industrial structure upon the resource and eco-environment, pointed out the industry, particularly heavy chemical engineering industry, is the point industry of developing circular economy in Gansu province; Based on emergy analysis theory, carried on analysis to the develop level of the nature, social and economy, pointed out that Gansu province is still placed in the stage of underdeveloped. In the face of the heavy pressure of the resources, environment and population, the development ability of Gansu was very low; Pass to establish a system dynamics model to carry on simulation to the current economy development patterns in Gansu province, pointed out the circular economy is the important path and inevitable choice to keep on development of the nature, social and economic system. 3. Based on the eco-province theories and fulfillment, carried on a research to the region circular economy patterns in Gansu province. Through the demarcation of the circular economy district in Gansu province, built up three industries system and local reborn industry bases, harmonized the development of industry and industry, production and consumption, district and city in the scope of regions; Carried on a design to the ecosystem system of the circular economy region from eco-environment construction; Proposed the district circular economy development frame of key breakthrough and gradual development.4. According to the circular economy theory and the city ecology principle, carried on a research to the city circular economy patterns in Gansu province. Set up the circular economy city eco-industry system include the eco-agriculture, eco-industry, green servicing business within the scope of the city area, and organized them to city eco-industry network system on this foundation; And set up the circular economy city basal propping system include the energy system, the water resource using system, the green transportation system, the recovery system of wastes and garbage.5. According to the circular economy theory and industrial ecology principle, carried on a research to the industrial eco-park patterns in Gansu province. Based on the system theory, used CAS theories to carry on analysis to the enterprises network of the industrial eco-park, and built up the CAS model of the enterprises network; Based on the ecology principle, carried on a research to the industrial food chains and the industrial eco-system; Designed four kinds of patterns for the industrial eco-park in Gansu province: the coral type pattern, the commercial symbiosis pattern, the nesting symbiosis pattern and the virtual type pattern.6. According to the eco-efficiency principle, taken heavy chemical engineering industry as the point industry, and adopted the means of product eco-design, life cycle assessment and cleaner production to carry on a research to the enterprise circular economy patterns. Concentrating on resolving the existent problem of the circular economic development in the Gansu province, put forward to establish the circular economy development mechanism of government predominating, the market pushing, the law controlling, policy supporting, science and technology propping, and the public participating. Built up the circular economy guarantee system of the Law controlling, the institutional innovation, science and technology propping, guaranteed the circular economy patterns actualizing smoothly in Gansu province.
