A Study On The Mechanism And Mode Of County Territory Economy Development In Jilin Province

It is generally acknowledged that County territory economy is the significant basis of China national economy, and the fundamental carrier to build an overall well-off society. The study on county territory economy can be traced back to the 1980's. In that period, the study was only confined to agricultural economy and urbanization, in other words, the research field was only on some organizational methods of county territory economic activity. Report of the Party's 16th National People's Congress proposed the concept of strengthening county territory economy. In the subsequent files of the central government on economy and reform, county territory economy was treated specially. County territory economy thus becomes a hot topic both academically and socially. Accordingly, party committees and governments of individual provinces and cities enacted relevant policies and measures to promote county territory economy development. Research articles on county territory economy have been widely published. There have been some monographs on the topic as well. But the previous research mainly concerns about the operation of county territory economy organization and the problems on the role a provincial or city government should play in how to support county territory economy. The mechanism and mode of county territory economic development has never taken as a system in order to explore the regulations underlying its evolution. This paper begins with the general theory of county territory economy, and puts forward the innovative mechanism and mode of the main operating mechanism of county territory economy in Jilin province in accordance with its base, background and current situations.This paper consists of the following five chapters.In chapter one, the concept, characteristics, factors, structure and function of county territory economy are introduced. Furthermore, the theories of county territory economy development, such as regional growing polar theory, positive and negative effect of agglomeration- radiation, comparative advantage of county territory economy, regional division of labor and etc., are put forward. Finally, the general law and successful development mode of China county territory economy are analyzed and evaluated, which provides a theoretical base for the establishment of development mechanism and mode of county territory economy in Jilin province.In chapter two, the macro-background of Jilin province county territory economy is analyzed. The general condition, characteristics, problems, plight and potential are pointed out mainly under the historical background that economic globalization and domestic market economy system are being formed, and northeast industrial base are under revival. During the research, it is clear that great achievements on county territory economy in Jilin province have been obtained, for instance, social scale is being widening, development level is enhancing, economic ability is strengthening, investment environment is improving, city-county resident income, living standard, nursing and social security system are highly improving.
