The old industrial base in northeast, which was the industrial cradle of new China, made a historic and important contribution for our country to build independent and integrate industrial system and national economic system, and to impel the industrial course. But after the reform and opening up especially after the 1990's, the economic tempo of northeast slowed down, especially for the industrial tempo. The increasing rate for industry was constantly under the national average and exposured a series of problems, such as the industrial configuration was illegitimate; the capacity for competence of the enterprise was infirm and severely to the bad, which was much higher than the national average; a lot of workers came off sentry duty, the percentage of unemployment in town was obviously higher than other area all over the country. These problems block the steady and healthy development of the economy and society in the northeast industrial base. Thus, according to the 16th congress, we should insist in driving industrialization with information and vice versa, and walk out the way of high science and technology, high economic benefit, low resource consume, few environment pollution and manpower resource can be sufficiently exert. It is not only a good chance for the northeast industrial base to walk out the corner, but also can bring vital force and energy for its development.According to the international current estimation criterion for the industrial developing stage, the northeast area is now on the middle industrialization stage, which is the key period for quickening the industrialization, so exerting to advance the industrialization of new pattern and realize the prosperity of the northeast is the correct choice fit for the era. Nowadays the northeast faces for the problems of low information construction, laggard industrial enterprise technology, urgent optimization for industrial configuration, the problem of finding a job again, and pollution for the environment by the industrial produce, etc.The implementation of the industrialization of new pattern for the northeast area which is in face of these problems needs the stratagems as follows: firstly, we should carry out the strategy of driving the industrialization with information. We should fully exert the advantage of abundant manpower of information, and expedite to develop the information industry to make it an important economy increasing point for the northeast. The information technology can be used to reconstruct the traditional industry, impel the optimization of industrial configuration, and entirely improve the competence of competing and developing. The change from "China equipment manufacturing base" to "Northeast Asia equipment manufacturing base" can come true step by step through the information project of equipment manufacturing. Secondly, we should implement the constant developing stratagem. We should continue to develop circulating economy, and to gain more economic and social benefit with less consume of resource and environment cost. At the same time, we should implement different environment construction stratagem according to different problems for the three environment areas of east-north, middle and west of the northeast. The stratagem of middle environment should emphases the integrate father of the city environment and the prevention and cure of soil; the east-north area should emphases the protection of forest and the zoology father of the resource city; the west should emphases to keep the soil within limits to become hungriness, sand, and prevent the water and soil lapsing. Thirdly, we should actualize the stratagem of optimizing the industrial configuration. Realization of the change of industrial configuration can be achieved gradually under the guidance of "three steps" strategy. In the near future, the emphases should be put on strengthening the constant competing abilities of the raw and processed materials industry in the northeast, and confirm the preponderant statue for steel and petroleum industry. We should exert to develop large equipment manufacturing which is the support for the national economic technology to upgrade and the accessory industry in ten years, in order to form the industrial configuration of paying equal attention to the raw and processed materials and large equipment manufacturing. The change from industrial configuration to the entire and harmonious development of equipment manufacturing, light industry and raw and processed materials industry should be realize at a specified future date.Besides the three stratagems above, we should do our best to breach the following aspects to gain the prosperity of the northeast through the industrialization of new pattern: in the first place, push the technology advancement and improve the technology content of the industrialization. We can increase technology devotion, combine producing, learning and investigating, optimize technology innovating environment, drive technology innovating system construction, energetically improve high and new technology industry and change the traditional industry with high and new technology, in order to exert the important and supporting function of technology to the industrialization of new pattern. In the second place, insist on expend employment and follow the way of advancing employment by industry development. In face of the serious situation of re-employment in the northeast, we should set the goal of expend the employment. Try to develop the labor dense industry, private economy and small and middle size enterprises and accelerate to progress the service which has more employment content. At the same time, establish and perfect the labor market, enhance skill training and re-employment training, make more people take the chance of industrialization and realize employment sufficiently. Nest, accelerate the city process and realize the mutual benefit for industrialization and city. The heavy industrial configuration directly leads the unreason of employing configuration. Therefore, we should quicken the city process through adjusting industrial configuration, advancing the process of industrialization of new pattern, meanwhile, confirming the city strategy layout in reason, transfering the overplus labor in the country, pushing the industrialization of new pattern and city process. At last, take part in the district cooperation in the northeast Asia. Strengthen the energy cooperation with other northeast Asia countries and break out the resource bottleneck of the northeast industrialization of new pattern; establish the labor cooperation mechanism with other countries in northeast Asia, in order to speed the transfer of overplus lavor in the northeast and postpone the overplus labor problem; introduce capital and technology from Japan and Korea to improve the industrial configuration to adjust and upgrade; exert the advantage of equipment manufacturing, and seize the opportunity of the transfer of manufacturing in Japan and Korea to build up the equipment manufacturing base in northeast Asia.
