Since the late 1980s Chinese government have established policy objectives and the specialized agencies, also allocated significant resources for carrying out large-scale poverty alleviation through development project. While there appear some new difficulties in Poverty alleviation as the scale and extent of poverty decreased in rural China. For example, the low-income people who have solved the problem of enough food and clothing still face a great vulnerability under the restriction of various elements. It is difficult for the poor to hunt jobs as China's huge population brings employment pressure upon them. Some anti-poverty measures are a little bit ineffective. In order to cope with new challenges, it is not enough for us only to adhere to the old policy of poverty alleviation through development projects. The government should appropriately adjust and improve contents of traditional projects to help the poor. Distribution of the vast majority of the poor population is in the central and western regions and minority areas of China. Ningxia is a minority autonomous region in the northwest China. Among all the 592 poverty key counties , which are helped by the government ,eight of them(also called xihaigu ) convenes in the southern mountains of Ningxia, and along with Hexi of Gansu and Dingxi areas , they are also generally called "three West" region. The objectives are to study the causes of poverty in minority regions farmers in Ningxia Hui Autonomous Region. We focus from the perspective farmmers identity on analyzing the causes of poverty, We believe, that by improving the capacity of farmers to help the poor, we could provide suggestions for the supplement and improvement of contents on China's rural anti-poverty in the 21st century development.The dissertation study rural poverty in Ningxia, distribution characteristics and it's factors to find the basic principles of pro-poor policies in the western region, target and focus, content and channels of that. The study based on household data grouped per capita net income by the 1984-2004 socio-economic surveys yearbook of Ningxia and survey data of 72 observation village 720 fanners from rural poverty monitoring fixed observation spot.
