The rise of economic globalization is one of the most remarkable phenomenons that have shown in the procession of the post-war world economic development. However, the panorama of the economic development in today's world cannot be seen only from the perspective of economic globalization. Indeed, a new round of the re-emergence of regional economic integration is enough to illustrate this point.It is noteworthy that, the same as economic globalization, the global development of the regional economic integration is not balanced. Compared with Europe and North America, those countries of East Asia whose economy is booming in recent years have apparent backward in the pace of regionalization clearly. And the slow progress of regionalization in East Asia is largely because of the standstill of the regional economic integration in the Northeast Asian. In fact, Northeast Asia does not lack the motivity of regional economic cooperation. According to the traditional theory of regional economic integration, trade creation of regional trading blocs in the region would bring significant welfare effects. Under the common driving force of the external pressure of trade transfer of regional trade integration and the internal pressure of trade creation of regional trade integration, Northeast Asia seems to be no reason for inaction in the area of regional economic cooperation.
