Textile industry has been the pillar industry of China. It is also an industry conforming to the general conditions of China with long history. For years, it has been playing an important role in meeting the needs of domestic consumption, employment, solutions to the problems concerning agriculture, rural areas, and peasants, and in balancing foreign exchange. Meanwhile, China's textile industry enjoys mighty comparative superiority in the international market. It is among the competitive superiority industries after China's entry into WTO. Therefore, the development of textile industry has a direct bearing on national stability and economic sustainability.Textile and garment industrial cluster is the important economic form of China's textile industry. It is one of the sources of competitive superiority of China's textile industry in the international market. In recent years, the major textile and garment productive regions of Guangdong, Zhejiang, Jiangsu, Fujian, Shandong, and Shanghai have developed comprehensive competitive power based on the construction of specialized markets and import bases. The industrial cluster effect in these regions has aroused great interest both in China government and in the academic world.The textile and garment industrial cluster rose in the development period of a shift of national economy from a decent life to relatively comfortable life. It is inevitable that there are still problems of congenital defects, lower start point of production, lack of qualified workers, lack of innovative development and design abilities, technical talents, and brand culture. The whole industry is still in the position of regional producer. Faced with such external challenges of the era of globalization as cyclical fluctuation of world economy, regional economic adjustment, changes in consumption needs, invasion of international capital, the local enterprises in the industrial cluster further reveal their weaknesses. Analyses on the interior of the textile and garment industrial cluster show that the industrial cluster is undergoing reduced growth speed of quality improvement and innovation, rapid denotative development of kindred production, severe assimilation and homogeneity of products, superabundance of ordinary products, and restriction of the administration by traditional management pattern.
