Research On Supply System Of Rural Public Goods In The Transitional Period

It is an important function of government to supply rural public goods, which takes an important position in the socialistic new country stratagem. For the incomplete supply system, there are many problems in supplying rural public good, such as short quantity, unreasonable structure, low efficiency, unfair burden and so on, which directly affect the stabilization and development of the country. Presently, the reform of rural public goods supply system under the dualistic economy has become one of the focus problems in economics researches. And it is a new and important proposition under the background of country social transition and socialistic new country construction.Under the background of country social country social, dualistic economy and socialistic new country construction, with the theory of institutional economics, public good and public choice, using the analysis means of regression, factor, indifference curve and game, this paper set up the pushing-drawing model of country transition and the selecting model of centralization-decentralization of decision-making. Using C-D product function, Cournot-Nash equilibrium model, Samuelson equilibrium model and Tiebout model, mainly in the case of Fujian, this paper study the supply system of rural public goods deeply.The paper consists of five parts. The first part, chapter one briefly states the background, significance, main content, research way, emphases, difficulty and innovation of the paper. The second part, chapter two mainly introduces rural public goods supply theories. The third part consisting of chapter 3 and chapter 4, quantificationally analyzes the important effects, existing gaps and the institutional reasons of rural public goods on the socialistic new country construction in the transitional period, and puts forward the problems of the supply system. The fourth part, including chapter 5, chapter 6 and chapter 7, mainly analyzes and improves the integrative supply system of public goods between city and country, division system of governmental powers and responsibilities of rural public goods, prompting mechanism of extensive participation and protecting sytem of farmer's benefits onthree levels--between city and country, inside government and betweengovernment and farmer.
