The level of citification is low in China and there are about 80 percent population living in small towns or countryside, which means there will be a fast way in the process of citification. The control and coordination of crisis of cities becomes an unprecedented social problem because now China is in the vital transitional stage and facing worsened nature environment, complicated social problems, and deteriorated capability of anti-disaster and catastrophe. Internationalization, information and the development of democracy, especially the advance of the theory and technology of crisis management make it the new features of the control and coordination of crisis of cities. Thus, the applicable solution the government needs is to acclimate itself to the change of the factors and environment of the crisis control and improve the ability of dealing with the crisis in the cities. It is significant and practical to strengthen the study of the system of crisis control and corporation for the cities.Following the thought of innovational theory, examination and application of theory and using the methodologies of literature review, case study and theoretical analysis, this research firstly studied the theory of control and coordination of crisis for big cities and examined the theory using the experiences from foreign countries, which makes it the universal rule for the crisis control based on the precise of the underlying of the theory. The survey of the current system of crisis control disclosed the problem of the existing sole system of administration in cities. This study completed the function and structure of the crisis control and coordination based on the fully-studied theory and the current characteristics of social environment in China, which optimized the information management, law, economy and culture of the society.
