A Study On The Operationalizing Ways To Sustainable Land Use Of Development Zones In China

Rationally allocating and utilizing resources and fully bringing out latent potentialities of existing resources are the main aims of sustainable development (SD) strategy. Land, a kind of scarce and un-renewable resource, are both physical carrier of city activities and physical basis of existence and development of human being. The sustainability of land use is the basis of urban SD. The land in development zone (DZ) is one of the fundamental resources conditions to realizing SD of DZ and its mother city. Recently, there are more achievements in the process of developing and utilizing the land resource of DZ. However, there are also some mistakes, such as serious vacant and derelict land phenomenon, quickly cutting down of arable land area, obviously declining of eco-environmental quality, irrational land use structure, and ignored constructing of human-resident environment.This dissertation takes land use system of DZ as research object. Under the guidance of SD strategy and harmony strategy of population, resources, environment and development, this dissertation synthetically applies related theories and methods of some disciplines such as geography, ecology, systematology, natural resource economics, etc., to probe into the operationalizing ways of sustainable land use (SLU) of DZ. The main contents of every chapter are as follows.In the first chapter, the concept, types, and situations of domestic and abroad DZs are firstly discussed. Then, the research sphere of DZ in this dissertation is defined. At last, aiming to about problems and research advances of domestic and abroad DZs, research keystone, goals, and tasks of this dissertation are put forward.In the second chapter, what is SLU of DZ is probed firstly. Then, on the basis of analyzing the structure and function of SLU system of DZ, it shows that irrational structure is the main cause of land use problems, and optimizing the irrational structure is the major ways to resolve these problems. Finally, from the two aspects of spatial and temporal factors, the characteristics of SLU of DZ are studied.In the third chapter, on the basis of fully understanding related knowledge of land classification, and the influencing factors of land use of DZ, landscape eco-classification are applied to classify land-use types of DZ. First, according to the influencing intensity of human and the existing situation, it can be classified four big types. Land in planning sphere without being requisitioned (type A), land requisitioned or granted use right without being constructed (type B), land granted use right and conducted construction activities without being utilized (type C), and utilized land (type D). Then, 21 middle-class types are classified according to the differentiation of succession process and conditions. Finally, 27 small types are classified according to the differentiation of transformed measures and utilizing ways, i.e. differentiation of function.In the fourth chapter, aiming to the complicated land use status quo in DZ, and on the basis of discussing the criterions, purposes, tasks, and principles of SLU evaluation of DZ, three track evaluation system of SLU of DZ is put forward.
