On China's Agricultural Industrialization

Numerous scholars and expert have not stopped exploration of China's agricultural economic development at all times. From Bu Kai's technological school to Huang Zhongxi's institutionism school, to the reform of taxation and expenses that is being implemented recently in rural China, the China's agricultural economic development is the main object for Chinese and foreign experts. Though the technological school , institution school , configuration school have pushed forward the advance of China's agricultural economy in some aspects, but fail to solve the development problem fundamentally. The theory and practice make people begin to comprehensive the theory of all respects, including technology, instution, structure, market, etc. to explore the development model of China's agricultural economy. Adopting the methodes of combining documents study with investigations study, theoretical research with positive research, this text mainly probe into the following two questions: 1) Probe into the concept of agriculture industrialization put forward by Pei-kang Chang, and expound the characteristic of initial agriculture before industrialization.The dissertation presents that Industrialization of agriculture is a series of basic production functions (the mode of combination of or the production function) among the national economy breakthrough changing or improving from the rudimentary course to the advanced. On one hand, the changes is from rudimentary to a senior one , advancing constantly, and it is dynamic; on the other hand, this kind of changing course must be breakthrough, and is a revolutions or changes of a kind of social productivity (includes certain production organizational form ).At the aspect of social economic structure, the agricultural course of industrialization is the course that a rural laborer is shifting to industry or the city constantly; at the aspect of production technology, it shows as a series of base of basic national economy production function recuring from rudimentary to advanced breakthrough changing; at the aspect of microeconomy subject, it shows as the legal person or the corporate juridical person, which are different with traditional agricultural microeconomy subjects, such as the industrialized economic main body and natural person , family of agriculture ,etc; at the aspect of production scale, industrialized agricultural economy is developing under the supporting of highly socializing specialization, social service system, security system, financial system , products and factors market, advanced production technology, whose production scale is much more largly than the traditional agriculture's; at the aspect of realization condition of economic scale, industrialized agriculture is developing under the foundation of meticulous specialization of labor in society , specialization of production. The dissertation also emphasizes the economic characteristic of traditional agriculture, and points out that the economic natural disposition of traditional agriculture determines agricultural industrialization and industrialized remarkable difference of the manufacturing industry. 2) From chapter 3 to chapter 7, the dissertation analyses the problems existing in agricultural economy agriculture's economic systematically, including subject, institutional framework, capital , agricultural land institution, agricultural technological progress and manpower,and rovides the corresponding policy recommendations; Chapter three reviews the modern manufacturer's theory briefly , pointing out the manufacturer is a main and most efficient organizational form of modern production. Then, this chapter analyses the organizational form that the family-run of traditional agriculture and the organizational form of market-based agricultural economy. Chapter four analyses the historical development of the farmland system in China, summarizes the basic situation of present farmland system innovation and the developing trend, proposes the basic demand of arranging in agriculture's industrialized farmland system, and designs the rural land ownership system at the form of all group's peasant household's shares of the village according to decision structure, motive force structure, frame of the information structure of the theory of the system. This chapter gives an economic and fair analysis of efficiency to agricultural farmland system that industrialization requires finally. Chapter five reviews the Hayami-Latan model of the agricultural technological progressand the demand model of agricultural new technology briefly at first. Then, this chapter analyses the current situation of China's agricultural technical development, pointing out that the agricultural input in science and technology in the agricultural technical development of our country by government is serious and insufficient, agricultural scientific and technical personnel is unstable, agricultural technology popularization dynamics is not enough, and agricultural microeconomy subject technological progress inherent power is not enough. Chapter six, on the basis of analysing Chinese rural laborer's quality, proposes that we should improve peasant's health level constantly, develop the countryside to educate, and improve the policies and views of rural human resource development of peasant's quality. Chapter seven gives a welfare economical analyse to input of the agricultural economy at first,which proves that agriculture is a strong, outside remarkable economic department with benefited the whole society theoretically, pointing out the high dependence of development to investing in agriculture. Then, this chapter analyses the agricultural investment subject and characteristics conscientiously, using a revised C-D function to predict the investment demand from 2005 to 2010 in Chinese agriculture.
