| The northeast old industrial base was the cradle of China's modern industry. Itmostly relied on resources to develop and to be strong and took the very importantposition in the national economy and social development. However, great difficultiesand frustrations have appeared from the late twentieth century to the beginning oftwenty-first century. One of the main problems was the severe shortage of mineralresource reserves, which restricted the area economic and social development. Thestratagem on rejuvenating the northeast old industrial base raised by the centralgovernment in 2003, is offering a good chance for the district economy. Until thestratagem of perking the base was raised in 2003. Liaoning Province is a epitome ofthe base and also the test field of reviving the base. To analyze the mine mineralresources status of Liaoning industrial base and study the stratagem of sustainablesupply will redound to advance the implementation of the stratagem.According to the theory on sustainable development, the research analyzed andstudied the basic character of the mining industrial, the relationship between themining industrial and social sustainable development and the theory of the miningindustrial sustainable development and so on.. The result indicates that the sustainablesupply of mineral resources is the base of the mining industrial sustainabledevelopment. Today Liaoning Province is during the fleetly industrializing stage andis requiring much more mineral resources. The key to the implementing miningindustrial sustainable development is to increase resources reserves. As long as theresources reserves reach to a certainty amount, the scale of the mining industrial couldbecome much greater and the speed of the area economy could be much faster.The main mineral resources plays a very important role in Liaoning province'seconomic and social development. According to the characteristic of the province'sresources, the author selected oil, coal, iron , copper, lead and zinc as importantmineral resources to analyze and study. This study analyzed the status, exploitationand utilization of these resources, discussed their effect on the form and developmentof the industrial base and summarized the law between the resources and grossdomestic products. By the law the author forecasted the consumption of main mineralresources between 2004 and 2010, which . indicates that the consuming amount ofmost resources exceed their present resources reserves. The situation of 2010 will bevery severe.The carrying capacity of resource is valuable to determine the ability that themineral resources supply the social development. After analyzing the facts that affectthe carrying capacity, this author reckoned the carrying capacity of the retain reservesand resources reserves of the oil, coal, iron , copper, lead and zinc. Moreover, heforecasted the potential carrying capacity of resource gross. The result shows that theretain reserves of these mineral resources will not be able to maintain the high speeddevelopment of the economy and will inhibit the anticipative development. Thecarrying capacity and of iron and coal, the potential carrying capacities of iron, coaland oil will be capable of meeting requirement for economic development. Thecarrying capacity of copper, lead and zinc are not enough. to meet economicdevelopment.According to the region predominance of Liaoning Province and the requirementof economic and social development. The author analyzed the supply condition ofrock oil, coal copper, lead and zinc resources in Liaoning Province, neighbor districtthe whole country and the overseas respectively and put forward the stratagem ofmineral resources sustainable supply, which includes the stratagem of prospectingmain mineral resources, the stratagem of using main mineral resources intensively, thestratagem of prospecting resources in other region and the stratagem of using theforeign resources.
