A Study On Chinese Oil Development Stratagem In The Caspian Region

In order to ease the increasingly severe tension of the demand for oil in China and tostrengthen the execution result of the stratagem of "go out", this research studies the issue ofChinese oil enterprises entering the international oil field, particularly, the countries teemedwith oil around the Caspian Sea, and the cooperative development of local oil resource withthese countries.With the theory of plutonomy, energy sources tapping, and international trade, firstly,this paper analyzed and discussed the political and economic situation, the oil distributing anddevelopment status of the Caspian Sea's littoral states. Based on the above discussions andthe author's long working background in Caspian Sea Region, this paper analyzed thescientific property, necessary situation and strategic significance of the process, China'sparticipating in oil development around the Caspian Sea region, considering the factors suchas geostrategic position. Furthermore, this paper also demonstrated the feasibility of theprocess and put forward some clearly innovative viewpoints and suggestions aimed at theproblems in practice. The study provides the theoretical basis and decision making criterionfor oil development and utilization and multifarious oil import. The main innovations andimprovements are as follows:â‘  This paper put forward that the appropriate scale which could hold the balance had tobe built for China for long-term oil development in the area. China had to highly recognizethe strategic status of the Caspian Sea area when China took part in the oil cooperativedevelopment in the area. Due to its relative stabilization of oil supply and its advantage ingeostrategic position, China had to change present development manners characterized bysmall scale and low benefits.â‘¡This paper advanced to reinforce the macroscopic adjustment and control andsupervision of government in order to avoid cut-throat competition among Chinese oilenterprises, reduce internal wastages and maximize national benefits considering the severecompetition tension. In addition, the author suggested that Chinese oil enterprises shouldenhance human resources management for multinational operations, underline humanisticmanagement system in order to create harmonious developing circumstances.â‘¢ This paper emphasized the diversification of Chinese oil enterprises' participationforms and the procedure manners for various situation in the specific oil developmentstratagem of the Caspian Sea area in order to realize the stratagem target, because of the largenumber of countries and the complex oil development situation.â‘£This paper put forwards that environmental protection and sustainable developmentshould be considered in practice process, which are very sensitive problems and concernedall over the world, especially for developing countries, Moreover, the idea of concordanceand sustainable development was presented, which had important warning effect.
