With technical improvement as the backbone, industrial evolution as the target and central cities as the focus, this paper integrates theories and practical experiences to explore the impact of technical improvement on the industrialization of central cities. It tries to provide replies to two questions: the influencing mechanism of technical improvement regarding the industrial evolution of central cities, as well as the degrees of practical impact that technical improvement has on the general industrialization and service industrialization of central cities and on the development of regional economy. The change of production functions for higher production efficiency represents technical improvement. Central cities' technical improvement is decided not only by such direct factors as knowledge innovation, self-determined innovation, technology import and absorption, and performance and supporting capacity of technical improvement. It changes also in direct proportion with city scale, economic development level and system innovations deciding paths for market-oriented economic reform. Industrial evolution indicates a constant upgrade of the industrial structure of a country/region, as a result of the economic development. The industrial evolution of central cities enjoys advantageous scale economy, preferential exterior economy and strength in structural transformation. The paper reaches a conclusion that industrial evolution is in nature a change of the combination of production factors, where technical factor plays a leading role in both supply and demand aspects. Comparably, the industrial evolution of Chinese central cities lags behind in general. The level of the evolution is in direct proportion with technical improvement. The latter made a larger contribution to the industrialization of Chinese central cities, while a smaller one to the output of service industries. The output capacity of industries in central cities will change in the same direction along with the level of technical improvement.
