The international financial crises in2008had profound influence to the politics,economy and education. Many countries took measures to implement education reform and increase education investment for promoting economic recovery. With the deepening of economic globalization, most developed countries and emerging economies increasingly recognize that education has a key role of promoting economic development sustainably.With the development of reform and opening up, China has remained high growth, the competitiveness of products and comprehensive strength improved obviously. In2010, China surpassed Japan to become the world's second largest economy and the per capita GDP more than$4000. Our country began to enter into the middle-income countries. With the deepening of industrialization,urbanization,informatization. marketization, internationalization, resources shortage. environment pollution,imbalance between domestic demand and foreign demand are the important feature in the new period of economic development. In recent years, the Communist Party leadership and the State Council repeatedly stressed to accelerate the transformation of the mode of economic growth and put the importance and urgency of transformation of the mode of economic to much high level.The human capital theory and new economic growth theory proved that human capital is the endogenous power of economic and education investment is the most important factor to form human capital. As the most populous country in the world, we don't made full use of the population advantage to form the comparative advantage. The problems such as education funds shortage, unbalanced structure exist for a long time. In2008, the per capita education funding was only$160, less than1/2of the world and1/10of the OECD countries.《The long-term planning of education development》 published in1993proposed that the proportion of the state financial educational funds expenditure in GDP should be4%in the20th century. However, until today the target is not yet realized. The weak position of education in the basic public service system was not changed completelyFor a long time, many scholars made a lot of researches on the impact of education for economic growth and got valuable results. Few people study the relationship between education and economic development pattern. It is unfavorable to understand the economic value of education fully. We can't connect education priority development strategy with accelerating the transformation of the pattern of economic growth. This paper will make an exploration to solve these problems. Based on the Lucas Human Capital Model and the Valid-labor Spill Model, this paper set up a new model through the separation of simple labor and human capital. Use the education funds method to estimate the human capital and definite the illiteracy as simple labor. We use cointegration test to analysis the social output material capital, education and simple labor, the result shows that there exist a long-term equilibrium relationship between them. The elasticity of Human capital is0.305less than the material capital of0.4indicates that our investment leading economic growth mode has not changed. But human capital has become an important force in promoting the economic growth. From1978to2008, the contributive rate of education to economic growth is26.1%.Economic growth is the process of transformation of the pattern of economic growth and industrial structure optimization. Industry structure has a decisive role on economic growth pattern. The upgrading of the industrial structure is usually used as a measure of advanced and rationalized index. The paper makes advanced and rationalized index as variables respectively and establishes a production function model to analysis the relationship between human capital, labor and material. The result indicates that the improvement of human capital plays a positive role in promoting the industrial structure more advanced and rational. We further prove that human capital's positive effect on the industrial structure optimization last longer.Education funding is the cornerstone of the development of the education, We note that education funds shortage exists for a long time, There are many problems whether the scale of investment or investment structure,"three legal growth" can't be implemented strictly. Education funds are often diverted. The main reason is not the insufficiency of financial capacity but the insufficiency of the arranger. There is a big gap between the real financial capacity and nominal financial capacity.Finally, the paper proposes some suggests:①Realize the economic value of education again, regard education as an important tool to accelerate the transformation of the pattern of economic growth;②Understand the public property of education, prominent government the major position in education supply;③Ad here to the education investment proportion system, outstanding education investment in the country of the investment priority; Promote education finance system reform, to broaden the education funding sources;④Optimize the allocation structure of the education funds, vigorously develop vocational education;⑤Strengthen education funds management and supervision, raise efficiency in fund utilization.
