| During the 30 years of reforming and opening, the regional economic development of China has undergone enormous changes. Especially, the development of "Yangtze River Delta" and "Pearl River Delta" is leading China’s economic growth. As one of the three regional economic areas of our country, the economic development of Beijing, Tianjin areas are lagged behind by another two economies. Though there are many reasons lead to this phenomenon such as" Geographical location", "Humane Quality", "Resources and National Policy".I believe that the lack of financial investment in education which cause great gap in educational development and the low level of human capital is one of the main reasons.I start from the fiscal theory of education and make the quasi-public goods of education as the breakthrough point, focusing on analysis of the reasonableness of the financial investment in education. Combined with the results of previous studies, I summed up the characteristics of current research on financial education investment and economic growth. I use the method of factor analysis to study them at first, scoring and ranking the development of education and economy in the 13 cities of Beijing, Tianjin areas, drawing the conclusion of whether the development of education and economy are coordinating on the basement of the city’s ranking. In order to study the performance of the development of education and economy, I use spatial econometric approach to establish the spatial error model and the spatial lag model on the full consideration of the "spillover" effect of economy, drawing the conclusion education has a positive effect of to economic development. To emphasize the "spillover" effect of education, I establish an education and economic development model in this paper without considering the space overflow condition. With the model passing the hypothesis testing, I get a conclusion education has a negative effect to economic development. Thus, in the integration of today’s economy, the analysis of education must consider "spillover" effect. I put forward some reasonable suggestions based on the results of this paper.
